Revoking land of stagnant projects for construction of public works

Resolutions regarding the revoking land of stagnant projects and the implementation of key projects accelerating Da Nang’s progress for the 2016 - 2020 period were passed at the recent 7th session of the municipal People’s Council in its 9th tenure for the 2016 - 2021 term.

Of note, the city authorities are considering taking back land which has been handed over to businesses at delayed coastal and downtown projects in order to develop pubic works for the sake of the general public.

In their positive response, residents living nearby the construction sites of these projects have voiced their strong support for the city’s plans for the construction of underground parking areas, parks and coastal squares at the sites of the stagnant projects.

Over the past decade, for instance, 2 large-scale projects in prime locations in the heart of the city, namely the Vien Dong Meridian Tower project at 84 Hung Vuong Street, and the Da Nang Centre at the corner of Phan Chau Trinh and Hung Vuong streets have progressed slower than scheduled.

Hoang Cong Chiem, a local resident, expressed his annoyance about the environmental pollution sparked by the delays in the construction of these projects.

On 10 July, following the instructions from the city leaders, the Hai Chau District authorities collected opinions from families living nearby the 2 delayed projects about the municipal government’s unused land withdrawal plans for the creation of public works.

The results show that 84 out of the surveyed 90 residents living surrounding the Da Nang Centre project agreed on the construction of a 4-basement parking area associated with a park above at this site, to west of the Trung Vuong Theatre.

In a similar vein, 20 out of the 23 correspondents living nearby the Vien Dong Meridian Tower project voiced in support for the creation of a garden for strolling associated with a parking area at the site, to south of the Trung Vuong Theatre.

Another delayed construction work, the Hon Ngoc A Chau coastal tourism project, has also failed to meet the committed progress. Since having obtained an adjusted investment licence from the city authorities in 2009, the site of the project has become overgrown with weeds.

On 1 March, due to the delays in the implementation work, the municipal People’s Committee (PC) directed relevant local agencies to work with the project’s developer about the land withdrawal in order to construct a coastal park with the intention of promoting public beach use.

On 22 February, the municipal PC also gave a nod to relevant agencies to consider taking back unused land of the I.V.C company-developed coastal tourism project, opposite to the Huyen Tran Cong Chua Street, in order to expand the construction site of the Ngu Hanh Son Cultural and Historical Park in the namesake district’s Hoa Hai Ward. 

The intention is to create a cultural, historical, and spiritual tourism area in the district, thereby helping to expand tourism and services in the district, and the city as a whole.

On 26 February, the city government started making initial calculation of the value of a land area, owned by the I.V.C company, with a facade onto the coastal Truong Sa route in Ngu Hanh Son District’s Hoa Hai Ward, and the DAP-DAP 1- DAP 2 project, next to the Tan Tra bathing area, so as to implement the land withdrawal processes.

Mr Huynh Quang Trung, the Chairman of the Hoa Hai Ward PC, said all of the inhabitants living nearby the delayed projects are really content with the city’s decisions.

On 4 July, the municipal government instructed the municipal Department of Construction to research into the setting up of a coastal park and bathing area complex on the northern side of the Song - Danang Beach Villas project.

Alongside, heed is being paid to making plans for the construction of public coastal parks associated with squares and bathing areas at the sites of the soon-to-be revoked Hon Ngoc A Chau and I.V.C companies-owned coastal tourism areas, and the DAP-DAP 1- DAP 2 project.
