Too much unused land in local IPs
On Thursday afternoon, supervisors from the Da Nang People’s Council, led by the Head of the Economics and Budget Board, Mr Mai Duc Loc, and representatives of the city’s Industrial Park (IP) Infrastructure Development and Exploitation Company reviewed the performance of the Hoa Khanh and Da Nang Seafood Services IPs.
As of 15 August, the construction of the infrastructure at the Hoa Khanh IP had been completed on a revised area of 395.72ha at a cost of 49.956 million USD. A total of 303.99ha of the IP’s rentable space has been leased by 159 investors.
With regard to the Da Nang Seafood Services IP, the infrastructure development on a planned area of 50.63ha has been completed at a cost of 195.762 billion VND. 28.09ha of the IP’s space has been leased, and 17.33ha has been earmarked for lease free of charge. The occupation rate of the 2 IPs’ rental space is 99%.
The IP Infrastructure Development and Exploitation Company has collected 42.15 billion VND from businesses located at the 2 IPs. Of this figure, 25.22 billion VND was rent, 13.50 billion VND was for the use of the infrastructure, and fines for late payments totalled 3.43 billion VND. The city’s authorities have recently taken back unused land in some delayed projects in order to re-lease it to 8 businesses that are in need of the land for production activities.
However, these IPs are now facing many difficulties due to their degraded infrastructure, no closed fences to ensure security and order, and bad land rent debts by some businesses. In addition, the developers of some of the delayed projects have yet to return land areas as requested. In particular, one company has rented some land for 13 years without paying land rent fees or giving back the unused land. Another enterprise has done only the bare minimum by just building a fence around the land.
