More solutions needed to improve investment environment

Reporter Thanh Lan from the DA NANG Newspaper recently interviewed the Director of the city’s Department of Planning and Investment, Mr Tran Van Son, to learn about the enhancement of the city’s investment environment over recent years, and its future orientations aimed at attracting more domestic and FDI inflows into the city.

As of 30 June 2016, the city had attracted 250 domestic projects worth nearly 80,000 billion VND in total, and 410 FDI projects totalling over 3.6 billion USD.  However, the number of local FDI projects in the 2011 - 2015 period was much lower than in the period 2006 - 2010.   Between 2006 and 2010, the city attracted over 2.4 billion USD from FDI projects, but only just over 1.3 billion USD came in the period 2011 - 2015.  Also, there was a decrease of nearly 50% in the total of newly and additionally registered investment capital compared with the 2011 - 2015 period.

Encouragingly, 9 delegations of foreign investors have recently visited the city to seek investment opportunities, and they intend to deploy their projects in the city with a total registered investment capital of 500 million USD.  According to the city’s authorities, these FDI projects are highly feasible. 

Director Son noted that his agency has assisted the municipal authorities in identifying effective ways to enhance the city’s investment environment and boost national competitiveness in the 2016 - 2017 period, with a vision towards 2020.  The Department has also completed a draft of the city’s plans to implement action programmes for supporting and developing businesses by 2020.  The draft will be submitted to the municipal People’s Committee (PC) soon.

With regard to the key tasks for the remaining months of this year, the focus will be on completing the handling of complaints and recommendations made by local business associations, investors, and businesses from both home and abroad no later than the 12th day of each month.  In some instances, the Department will be allowed to send the collected recommendations to other local relevant agencies and district-level authorities for them to deal with.

Before the 22nd day of each month, in addition to reporting the already-handled matters, the Department will also have to collect and submit to the municipal PC any complaints which need to be dealt with by the PC and offer their suggested solutions.

Importance will also be attached to enhancing administrative reforms and handling business registration dossiers online.  Greater efforts will be made to ensure effective interconnection amongst local relevant agencies in granting business registration licences.

Special attention will be paid to promoting the application of an online system which allows the general public to assess the performance of government employees involved in receiving and handling administrative dossiers.
