Adjustments to the city's master plan

The Da Nang authorities recently submitted to Prime Minister Nguyen Xuan Phuc an adjustment to its master urban plan for the 2030 - 2050 period.

A spokesperson from the municipal government remarked that the master plan, approved by former Prime Minister Nguyen Tan Dung in 2013, needs to be changed in accordance with the rapid development in the past 3 years.

The city’s authorities want to change the local urban development goals, including the expansion of public space, full urban services and environment protection.

Under the adjusted master plan, the local tourism is considered as a local spearhead economic sector.

According to the Authority of the city’s Industrial and Export Processing Zones, the occupation rate at the 6 local industrial parks (IPs) is 90%.

Special attention will be paid to developing 3 new IPs and deploying expansion projects on over 1,000ha in the western side of the city.

The Da Nang International Airport is set to be expanded to handle 10 million tourists per year, and in preparation for the 25th Asia-Pacific Economic Cooperation (APEC) Summit which will take place in the city next November.  The airport also targets to increase its capacity to 20 million passengers by 2030.

The Tien Sa Port, a major port for both cargo and cruise ships, is exceeding its capacity and transport system.

The 14B Highway connecting the port is crowded with container trucks every day, resulting in traffic congestion in the 2 local attractions of the Son Tra Penisular and the Marble Mountains.

The city’s authorities, therefore, have appealed for domestic and FDI inflows in constructing the  Lien Chieu port as a major cargo port, whilst the Tien Sa will be a tourism port only.

Also included in the adjusted plan is wastewater treatment as local domestic effluent shares a drainage system with rainwater, and is discharged directly into the environment.  Therefore, it is necessary to build a wastewater treatment station and separate systems for rainwater and domestic effluent.

The municipal government has also asked the World Bank to increase its funding for implementing wastewater treatment projects in the city with a 115-million USD budget proposal.

An underground traffic system was also added to the adjustment plan as the city plans to develop tunnels and a metro system in the coming years.

The city’s master plan aims to give Da Nang a facelift as it plans to become a green city by 2025, and an economic hub in the central region, and a driving force for boosting the progress of the whole central region and highlands.

The city plays an important role as a logistical centre for the coastal central region and the East-West Economic Corridor, which links Laos, Thailand, Myanmar and Viet Nam.
