Businesses allowed to send their complaints directly to relevant agencies

The Da Nang People's Committee (PC) recently gave the go-ahead for the implementation of a pilot programme allowing local businesses and investors, from both home and abroad, to directly send their recommendations and complaints to local relevant agencies.  The newly-approved programme is being implemented in the city from now until 30 June 2017.

The relevant agencies include the municipal Party Committee and PC, district-level PCs, the Da Nang Portal, hotline (0511) 1022, the city-based business associations, the local branch of the Viet Nam Chamber of Commerce and Industry (VCCI), the municipal Department of Planning and Investment, the Investment Promotion Centre, the Social Insurance Department, the city's branch of the State Bank of Viet Nam (SBV), and the departments of Police, Taxation, and Customs.

Under the programme, if the submitted recommendations are under the jurisdiction of local relevant agencies, the time taken for handling such procedures will be no later than 7 days after receipt. 

In case of any complicated matters, the time needed for solving such procedures will be longer, but no later than 20 days after receipt.  However, the agencies are required to keep businesses and investors informed by sending them written dispatches. 

The city-based business associations and the local branch of VCCI were asked by the municipal PC to publicise the programme amongst local businesses.  In addition, even more effective measures should be taken to increase local relevant agencies’ access to recommendations made by local businesses and deal with any obstacles arising during their operation.

Local departments, agencies and district-level PCs will have to strictly comply with the regulations about forwarding dossiers to other agencies with appropriate jurisdiction.  If not, the heads of these organisations will bear personal responsibility in front of the municipal PC chairman.
