Positive results from customs procedure reforms

Over recent years, the Da Nang Customs Department has promoted information technology (IT) applications in handling customs-related procedures for the benefits of local importers and exporters.

Top priority has been given to accelerating the reform of customs procedures through promoting the use of e-customs procedures.  This has resulted in a significant increase in the number of e-customs declaration forms, and growing revenue from e-customs procedures.

Since April 2014, the Department has officially applied the Viet Nam Automated Cargo and Port Consolidated System/Viet Nam Customs Information System (VNACCS/VCIS) in the operation of its divisions across the city. 

The use of the Japanese-funded system has brought many benefits to both the local customs divisions and local businesses.  VNACCS is based on a centralised processing model, integrating multiple features and utilities, which helps to make customs procedures quick and convenient.  Thanks to the automated steps of declaring, receiving information, tax calculation, checking and streamlining goods, the time for customs clearance is shortened considerably for goods in the green lane. 

Most notably, 2,300 businesses operating in the city have, to date, used e-customs procedures, and the majority of them are foreign-invested firms, and joint stock and limited companies.  Also, 100% of the local businesses are now using digital signatures in e-customs clearances.

As of 30 June, the number of e-customs declaration forms through the system had reached 42,657.  Of this figure, 52.16% had been classified in the green zone, whilst 40.83% were yellow zoned and 7.01% were red.

In addition to promoting administrative procedure reforms, the Department has made the great efforts to fight against violations of intellectual property rights, smuggling and trade frauds, and to protect legitimate interests of local businesses.

The Head of the Customs Division of the Da Nang Port’s Border Gate, Mr Nguyen Quang Lang, said that his unit has applied the VNACCS/VCIS over the 3 consecutive years.  Since the start of this year, 60% of the e-customs declaration forms through the system at the Division have been classified in the green zone, whilst 30% were yellow zoned and 710 % were red.
