Enhancing administrative reforms to attract more investment

Apart from giving suggestions to the Da Nang government about perfecting policies for implementing its key campaign ‘2018: The Year of Investment Promotion’, the municipal Department of Planning and Investment is focusing on enhancing administrative reforms.  This, hence, will help to attract more domestic and foreign investors to the city.

Over recent years, the Department’s staff members have made their great efforts in promoting the efficiency of the city’s e-government system, and encouraging local businesses to conduct their administrative procedures online to save time and money.

Most notably, the time taken for handling business establishment procedures has been shortened from the national government-regulated 3 days down to 2.

Encouragingly, over the past year, a total of 9,547 firms had their business registration handled online. 

Furthermore, the Department has effectively implemented the ‘three-in-one’ model which involves the issuance of business and bank account registration certificates, and company seals. 

Also, in an active response to the Prime Minister's Decision No 45 / QD-TTg, administrative procedures can now be submitted and the results returned by post.

The list comprises 27 procedures involved in establishing and operating domestic businesses in the city, 19 in the establishment and operation of domestic cooperatives, and the remaining 3 in renewing business registration certificates, changing business registration contents and setting up economic organisations of foreign investors.

In particular, the Corporate Risk Management System has been launched on a trial basis by the Business Registration Office of the Department, thereby enhancing the post-licence management, and creating a more transparent business environment.

According to Mr Tran Van Son, the Director of the Department, within this year, the city would focus on appealing for even more prestigious domestic and foreign investors.

In particular, special heed will be paid to carrying out such key projects as the relocation of the city’s railway station to Lien Chieu District’s Hoa Minh Ward and the deep-sea Lien Chieu Port.

During the 2017 - 2018 period, importance will be attached to promoting the use of the e-bidding system in a bid to help the city enhance the efficiency of its administrative reforms, as well as improve the transparency, openness and competitiveness in its economic activities.  These, thereby, will assist the city authorities to win more trust of local residents.
