Conversion of residential properties into commercial facilities permitted
Director of the Da Nang Department of Construction Vu Quang Hung has approved the regulations regarding the conversion of some parts of residential properties into service and trading facilities across the city.
Accordingly, some parts of under 9-storey houses located along urban streets are permitted to be converted into hotels, offices, restaurants, and other related trading facilities.
The Department-approved instructions are mainly based on the national standards on adjacent houses and high rises, along with other laws in force, and the city’s current urban development requirements.
Of note, permission is not given to the conversion into trading facilities which might adversely affect community safety and security, and urban landscapes.
Also, the conversion is also not applicable to properties nestled in alleys.
As for houses along under 7.5 m-wide streets, it is necessary for the city authorities to consider whether or not their conversion into trading facilities, hotels for instance, can result in the overloaded technical infrastructure in case of increasing density of accommodation establishments and traffic flow nearby.
The soon-to-be-converted trading facilities must earmark land for their own parking areas, and strictly comply with regulations regarding fire prevention and fire fighting, and environmental protection.
It is also compulsory for the construction developers to carry out the acceptance testing of the already-converted facilities before putting them into use, and the results must be acknowledged by competent local agencies later.
In case of no tests, the owners and the design consultants of the new facilities are required to make commitments in writing to make sure the ultimate safety of the construction work is secured.
