Helping fishermen to build new large capacity boats

Da Nang is one of the country's pioneering localities in implementing policies on supporting fishermen to build high-capacity wooden-hulled boats for offshore fishing.

In particular, on 29 August 2012, the Da Nang authorities issued Decision No 7068/2012/QD-UBND on helping fishermen build their new fishing boats.

Following the Government Decree No 67/2014/ND-CP on incentives to support the fisheries development on 7 July 2014, the municipal authorities on 12 December 2014 issued Decision No 47/2014/QD-UBND regarding incentives to support fishermen to build their fishing vessels.

Under the Decision No 47, local fishermen will receive 500 million VND from the city’s budget for building 400CV to 600CV fishing boats, 600 million VND for building 600CV to 800CV boats, and 800 million VND for building 800CV and above boats. In addition, boat owners will enjoy exemption from registration fees.

In the first half of this year alone, the city authorities granted a total of 9.745 billion VND to fishermen to build 12 new over 800CV fishing boats.

Amongst them is fishing ship DNa-91063 TS, owned by the family of Mrs Le Thi Thu Nga from Son Tra District’s Nai Hien Dong Ward. After 4 months of building, the large-capacity ship was launched in early July.

The 855 CV, 18.3m-long, 5.3m-wide, 2.5m high ship was built under the municipal People’s Committee-issued Decree No 47/2014/QD-UBND. 

The large-capacity ship was built at a cost of 3.38 billion VND. Of this, 800 million VND was granted by the city budget in line with the Decree, whilst the remainder came from Mrs Nga’s family.

Currently, there are a total of 1,189 fishing boats in the city, excepting for engine coracles. 583 of them have capacity of over 90CV.

So far this year, the city’s Department of Agriculture and Rural Development has spent a total of 79.7 billion on buying fuel to allow 387 local fishing vessels to make a total of 949 offshore trips.

In addition, 48.6 million VND in total has been spent on funding crewmember insurance for 162 fishermen, and 631.3 million VND on funding the costs of insurance, equipment and fishing nets for 21 boats.

From now until the end of this year, the city plans to help local fishermen build around 30 new high-capacity fishing vessels.
