The new boats were built at a cost of 8 billion VND. Of this, 1.6 billion VND was from the city budget under Government Decree No 67/2014/ND-CP regarding fisheries development policies which allows Vietnamese fishermen to access loans for building new boats, whilst the remainder came from Mr Khanh’s family.

The 23-long, 6m-wide and 2.9m-high boats, which were installed with CAT engines made in the USA, can operate at a top speed of 12 nautical miles per hour.

In 2016, Mr Khanh launched a 1,390CV fisheries logistics vessel for deep-sea fishing trips off the Hoang Sa waters. He also received 800 million VND from the city budget for building this ship.
