Accelerating construction of public parking areas

According to the Da Nang Traffic Safety Committee, there are now around 80,000 registered cars and more than 888,000 motorcycles in the city. In addition, hundreds of vehicles from other localities natiowide are operating in the city.

It is estimated that a total of over new 1,500 cars are put into use each month. As a result, the city is expected to have 120,000 four-wheeled vehicles out of the 1.2 million private vehicles by 2020.

Currently, traffic congestions occur along some downtown streets, especially during rush hours.

In an effort to ease traffic congestion and tackle parking lots shortage, the municipal government has urged relevant agencies to complete necessary investment procedures for transport infrastructure projects, and accelerate the construction of 18 smart parking areas in the city.  

Mr Le Van Trung, Director of the municipal Transport Department, said his agency would  join forces with the authorities of Hai Chau, Thanh Khe, Son Tra and Ngu Hanh Son districts to build 18 smart parking lots under the public-private partnership (PPP) format across the city.

“We are in the progress of building a concentrated parking lot under the PPP format on a trial basis to evaluate the effectiveness of the project in order to construct the remainder”, Mr Trung noted.

According to Mr Trung, investment into the development of the 18 concentrated parking lots is welcomed in the city.

Notably, the municipal People’s Committee has already given the go-ahead to the 1st stage of the construction of an 8-storey parking garage at 255 Phan Chau Trinh in Hai Chau District at total cost of nearly 28 billion VND funded from the city budget.

Once it is put into use, the modern multi-storey parking venue will become the first of its kind in Viet Nam.

Also, the city leaders have approved a site plan at a scale of 1:500 for a parking lot at 166 Hai Phong. At present, the Thanh Khe District People's Committee is joining forces with the municipal Management Board of Traffic Project Investment and Construction to carry out clearance work for the implementation of this PPP project.

The Management Board and the city’s Institute for Planning and Construction have jointly developed plans at a scale of 1:500 for the construction of parking areas with each at 172 Nguyen Chi Thanh and 10 Ly Thuong Kiet.

To date, the municipal Department of Transport has worked with 10 domestic investors to perfect investment plans for the building of the parking areas at 166 Hai Phong, A2 Nguyen Van Linh, 172 Nguyen Chi Thanh and 10 Ly Thuong Kiet, and then submit them to the city authorities for consideration.

Recently, the municipal authorities have given the green light to the construction of temporary parking areas at 5 vacant land sites along coastal roads, using the funding from the city budget spending on new developments for the 2018-2019 period.

In detail, the selected locations are to the northeast of the Duong Dinh Nghe intersection in Son Tra District, to the west of Vo Nguyen Giap Street, along Dong Kinh Nghia Thuc Street belonging to the An Cu 4 resettlement area, to the southwest of the intersection of Vo Nguyen Giap and Phan Tu streets, and an area belonging to an underground parking area project associated with a park, green-covered areas and a kindergarten in a residential area to the east of the factories No 38 and 387.

Mr Phan Quang Hoa, Director of the Quang Hoa Investment Co Ltd, underlined the importance of simplifying the city’s investment procedures, as well as issuing more preferential policies for investors, such as reducing land lease fees and tax payment for several years, in a bid to accelerate the construction of the public parking areas.
