In detail, a night-time economic development area will be set on the boundary area of four downtown streets, namely Binh Minh 4, Binh Minh 6, Bach Dang and September 2.

Pedestrian promenades catering for trade and tourism services will be set on a section of Yen Bai Street between its intersections with Le Hong Phong and Tran Quoc Toan, and a part of Thai Phien Street between its intersections with Nguyen Chi Thanh and Tran Phu. Urban reconstruction will be piloted in the Nai Hien B area, Binh Hien Ward.

As for the upgrade of Hai Chau village communal house, focus will be on synchronously renovating the landscape and embellishing the regional traffic infrastructure for smooth traffic connection.

Work will start on developing landscape and planting trees on sidewalks along a section of riverside

Thang Long route from the Asia Park to adjacent Cam Le District site in the direction of forming more dedicated bicycle routes.

Also remarkably, a modern multi-storey, steel-framed car parking will be developed at 25 Tran Quy Cap, whilst work will start on a public park combined with a stroll garden and a car parking site at 2 Phan Ke Binh Street.

The construction of apartments and social housing facilities will take shape at 10 Trinh Cong Son.

In addition, due to urban characteristics in the city centre, the maximum number of storey allowed for kindergartens and primary schools in Hai Chau District will be 4.
