Best favourable conditions promised for sake of production resumption

In order to remove difficulties facing enterprises during their post-pandemic production resumption journeys, the administration of localities nationwide must soon establish and effectively promote corporate support groups, proactively make action plans suitable locally within their competence.

The above-mentioned direction was made by Deputy Prime Minister Le Van Thanh at a national online meeting held on Wednesday highlighting discussions on circulation of goods, passenger transport and the restoration of industrial production with a heed paid to ensuring safe, flexible adaptation and effective control of COVID-19.

At the event, the Ministry of Transport said it has built plans on restoring domestic flights in the period from October 21 - November 30 following the pilot resumption of domestic flights from October 10 - 17.

Under the plans, a maximum of six flights each way daily will be allowed on the routes connecting Ha Noi – Ho Chi Minh City, Ha Noi – Da Nang, and Da Nang – Ho Chi Minh City from October 21 – November 14, and the number will be raised to seven during November 15 - 30.

On other routes, the maximum will be four flights each way per day.

The frequency of flights by each airline on each route will be increased by one per day on November 1 and 15 if the average seat occupancy of all airlines on the route during the previous 7 days reached at least 75 percent.

According to a report made by the Da Nang leader at the event, during the practice of the ‘stay-at-home’ order in the city, factories carried out production the ‘three-on-the-spot’ (on-site working, on-site dining and on-site resting) approach and the ‘one route- two locations’ approach which means that workers are not allowed to visit other sites on their way to the company from their places of residence and vice verse with a maximum of 30% of the workforce.

There were 179 projects operating in the city with a total of 15,075 employees. The value of industrial products and the operating capacity reached 14 - 30% and 15-30% respectively of the normal.
The accumulated industrial production index of Da Nang in the Jan. – Sept. period decreased by about 1.2% as compared to the same period last year. However, more than 90% of the total enterprises have so far restored their operations, thanks to their great efforts and active support by the local authorities.

In particular, the Da Nang administration has promoted the role of business support groups as well as organised dialogue events with businesses in order to handle some issues of deep concern to businesses and seek more effective ways to drive their growth.

Delivering his remarks at the event, Deputy Prime Minister Thanh said that businesses are now looking forward to seeing favorable conditions for the stability of inter-provincial goods circulation throughout the country, especially in import and export activities, transferring raw materials and input materials for industrial production.

Of special note, localities with high vaccination rates may consider stopping the "three-on-the-spot" production model, he said.

Also, he requested more domestic air routes to be reopened while rail and road transport maintained, asking the Ministry of Transport, as soon as possible, to complete and issue a plan for the operation of air and rail transport in the time ahead.
