Many support policies issued
Although production and business activities in Da Nang’s Hi-Tech Park and Industrial Parks (IPs) have been recovering gradually, there are still many difficulties and problems that need to be resolved in order for IP businesses to soon restore normal business operations to ensure compliance with the new normal.
In particular, many manufacturers in the city are undergoing difficult in recruitment, the smooth circulation of inter-provincial goods has yet to be ensured, and the number of support policies for businesses on taxes, lending interest rates, and other fees are still modest.
Mr. Nguyen Van Phu, the Director of the Daiwa Vietnam Co., Ltd. based in the Hoa Khanh Industrial Park, Lien Chieu District, said that the company is recruiting 200 common workers for year-end production targets, but no one has come to apply for the posted jobs over the past 10 days. He explained the main reason is that workers from many neighbouring provinces and cities have not yet returned to Da Nang.
Difficulty in labour recruitment is also a common problem at many IP enterprises citywide, which has severely affected their order delivery plans.
“So far, the Authority of Da Nang’s Hi-tech Park and IPs has proposed to reduce and exempt land lease fees, totaling VND25,659 billion, for 418 IP businesses within one year. Hopefully, the competent authority will consider our proposal soon so that businesses can benefit soon and have more motivation to overcome difficulties," said Pham Truong Son, Head of the Authority.
Up to now, the Da Nang government has provided financing worth over VND 76.7 billion to support those affected by the coronavirus pandemic citywide. Of which, more than VND18.5 billion went to support 12,527 workers who worked without labour contracts had to temporarily stop working due to the pandemic as of September 14.
The city has facilitated 223 people who are foreign experts and their relatives to arrive in Da Nang to work at 56 local enterprises.
In the first 9 months of the year, 170 complaints and comments relating to production and business activities in the city have been handled.

Multiple synchronous solutions
Currently, the municipal departments and agencies are ramping up their efforts to synchronously carry out a handful of support solutions for such enterprises in a bid to further promote production activities in the city from now until the end of the year as well as create an important premise for the city to drive its economic growth.
Specifically, the Authority has proposed the Da Nang authorities to expedite COVID-19 vaccination coverage among IP workers, simplify entry registration dossiers for foreigners who are IP experts and their relatives, and reduce the time of concentrated medical isolation for fully-vaccinated immigrants.
In addition, many support policies for those affected by the COVID-19 pandemic will be issued in a bid to ensure the living conditions of immigrant workers and drive manufacturers’ post-pandemic production recovery.
According to the municipal Department of Planning and Investment, increasing vaccination coverage in the city is one of the most important solutions to support enterprises to increase production capacity to 100% after resuming operations.
Da Nang is striving to reach its target of 95% of its population (over 18 years old) receiving at least one dose of a COVID-19 vaccine, and 22.1% getting the 2nd dose by late October. By late 2021, over 95% of the city's adult population will have been fully vaccinated against COVID-19.
Ms Le Thi Kim Phuong, Director of the municipal Department of Industry and Trade, said that from now until the end of the year, her unit will continue to closely coordinate with functional sectors to ensure a smooth circulation of inter-provincial goods, and help local businesses deal with their difficulties arising during their post-pandemic production recovery.
Besides, heed will be paid to speeding up the selection of investors of technical infrastructure projects in Hoa Nhon and Hoa Khanh Nam industrial clusters.
