Increasing declarations through Green channel in support for businesses

Improving the quality of goods classification for customs inspection in the direction of promoting the rate of customs clearance through the Green channel, meaning exemption from inspection, in tandem with reducing Yellow and Red channel goods is one of the major goals that the Da Nang customs industry is striving to achieve in order to facilitate the fastest possible clearance of goods on the basis that businesses comply well with the provisions of the law and the nature of import and export products of each enterprise.

As an import-export enterprise specialising in the production of electronic components on a large scale, in the first nine months of 2021, Foster Electronics Co., Ltd based in the Hoa Cam Industrial Park, Cam Le District achieved an export turnover of US$18 million and US$7.1 million worth of imports.

According to Mr. Bui Minh Vu, Head of Import-Export Department of the company, although import and export turnover of goods in the third quarter of 2021 were lower than those recorded in the previous ones but there was still a increase as compared to the same period last year.

This encouraging result has been mainly attributed to the effective handling of related administrative procedures, especially customs clearance, in addition to the efforts exerted by the enterprise. The green channel declarations accounted for the majority, so the customs clearance time is significantly shortened.

In a similar vein, Ms. Nguyen Thi Minh Thu, Deputy General Director of Da Nang Rubber Joint Stock Company (DRC), said that the company's revenue this year is expected to reach about VND 4,100 billion, an increase of nearly 20% compared to last year, of which more than 50% is promised to be generated from imports and exports.

“DRC received specific instructions on import and export procedures, so most of the declarations were classified into Green channel”, said Ms. Thu.

As released by the Da Nang Customs Department, during the first ten months of 2021, the total number of declarations classified into Green channel reached more than 62,000. Also notably, the rate of Green channel declarations (automatic clearance of under 3 seconds) accounted for nearly 70% of the total.

In order to have their items classified in the Green channel in the registration of customs declarations, enterprises must comply with the provisions of the law for a period of one year or more. Then, through the evaluation and analysis system, the enterprise will be prioritized. In addition, depending on the import and export management policies for commodity lines, the declarations are classified into the Green, Yellow, and Red channels.

Mr. Quach Dang Hoa, the Director of the Da Nang Customs Department said that, in an effort to promote the customs clearance through the Green channel, the city's customs industry has taken many flexible options. “On the basis of data on enterprises, the city's customs sector will identify advantages and disadvantages, and facilitate businesses to have their products classified in the Green channel in the most reasonable manner”, said Mr. Hoa.

Currently, Green channel goods can be processed and cleared within 1-3 seconds, while goods in the Yellow channel would not take more than two working hours.

According to the Da Nang Customs Department, the total state budget revenue from January 1 to November 10, 2021 hit VND 4,322 billion, reaching 121.7% of the assigned estimate (3,550 billion VND), reaching 99.4% of the initially-set target (VND4,350 billion), up 36.3% from the same period in 2020 with (VND3,171.8 billion)
