Proposal on halting relocation of Da Nang Industrial Park

Da Nang relevant agencies have already proposed the municipal People's Committee to halt the relocation of the Da Nang Industrial Park (IP), also known as the An Don IP based in Son Tra District.

In 2017, the Vietnamese Prime Minister has given the go-ahead to the conversion of current industrial land at the Da Nang IP into urban land.

However, according to the provisions of the national laws on Planning and Construction, the planning for Da Nang IP should be consistent with the Da Nang Master Plan for the city’s major developements by 2030, with a vision towards 2045 approved by the Prime Minister.

The order of implementation of the planning is as follows: Da Nang Mater Plan, subdivision planning and detailed planning.

In addition, in the process of making detailed planning, technical infrastructure planning must also be made.

Currently, the entire technical infrastructure system, including transportation, electricity and water supply, wastewater treatment in the Da Nang IP is the property under the management of Massda Land Co., Ltd. - the investor of the Da Nang IP.

Therefore, the planning of technical infrastructure to match the new plan may take a long time to implement.

Due to legal problems related to the change of land use purpose from industrial to urban land, the Da Nang People’s Committee has not approved the relocation of the Da Nang IP. 

Over the past time, in order to remove obstacles, the Da Nang government has directed relevant local units to join dialogue with Massda Land Co., Ltd.

Accordingly, the relevant units proposed to cancel the planning project for the Da Nang IP site at the 1:2,000 - scale detailed model which was approved by the Da Nang People's Committee on March 15, 2017.

At the same time, the municipal administration is considering the policy of allowing the Massda Land Co., Ltd. to lead the research and associate with businesses based in the Da Nang IP on the basis of the consensus of the businesses to make a plan to turn industrial land in the Da Nang IP into urban land according to current planning and laws, thereby ensuring harmony of interests between businesses.

The municipal government is mulling over halting the relocation of the IP and making payment to consulting units according to the performed work volume.
