Da Nang promotes effective land use in hi-tech park and IPs
Da Nang currently has a 361.36ha hi-tech park with an occupancy rate of 46.64% and six industrial parks (IPs) with a total area of nearly 1,067ha and an occupancy rate reaching 86.35%. In the 2021 - 2030 period, Da Nang will ramp up forming new industrial zones (IZs) and industrial clusters (ICs) in a bid to contribute to lure investment capital flows channeled into industrial zones and clusters, a positive move to meet a surging demand for business and production premises facing many enterprises.

Handling land use problems in IPs
As a key area to promote industrial production, hi-tech industry and the formation of accompanying services, the Da Nang Hi-tech Park has a total planned area of 361.36ha, of which 202.58ha is earmarked for production activities, 99.93ha for facilities in service for research and incubation activities, 31.4ha for housing units and 27.45ha for logistics services.
According to a report from the Authority of Da Nang Hi-tech Park and Industrial Zones (DHPIZA), the Hi-tech Park has so far granted investment registration certificates for 24 projects, of which 12 are domestically-invested ones whilst the remainder are FDI ones with an occupancy rate is 46.64%.
Particularly, the land area for production activities was occupied at a rate of 74.52%.
The total remaining land area in the IP available for investment promotion activities is 185,60ha, of which 51.61ha is for production activities, 95.74ha for research and incubation activities, 31.40ha for construction of housing for experts and workers and 6.84ha for logistics services.
In the six industrial zones with an overall scale of nearly 1,067ha, the total area that can be leased according to the planning (except for areas for tree planting, traffic infrastructure and public works) is 782.62ha.
A total area of 675.81ha (corresponding to the occupancy rate of 86.35%) has been leased by businesses.
Specifically, the occupancy rate of the Hoa Khanh IP, the Da Nang IP (known as An don IP) and the Da Nang Fisheries Service IP has reached 100%, whilst the first phase of the Hoa Cam IP with 98.23%, the expanded Hoa Khanh IP with 100% and the Lien Chieu IP with 52.60%.
Specifically, a total of VND 95 million in fines has been imposed on two projects in the Hoa Khanh IP for having not implemented their projects in line with the contents of the previously-issued investment registration certificates and temporarily suspended their operation without notice.
DHPIZA is regularly monitoring the actual progress of construction investment at the project site, promptly urge investors to accelerate progress and soon complete construction investment for production and business activities.

Priority given to attracting projects with advanced and environmentally friendly technologies
In order to improve the efficiency of land use in IZs, the DHPIZA has asked investors, in parallel with construction investment, to have a plan to arrange investment capital and carry out procedures for the procurement of equipment and machinery and looking for experts and recruiting workers, promote technology transfer and professional training.
Particularly, the Lien Chieu IP has an occupancy rate of 52.60%, relatively low as compared to others.
This fact has been mainly attributed to the complicated procedures related to land allocation, lease and site clearance related to this IP project.
As per proposal made by DHPIZA, the municipal administration has directed the Lien Chieu District authority to speed up the clearance of the remaining households within the boundary of the Lien Chieu IP project, to soon hand over the planned land for investors.
In order to develop IPs in depth, improve quality, operational efficiency as well as land use efficiency in Da Nang IPs and IZs, priority is being given to luring projects showing off advanced and environmentally- friendly technologies active in aspects that are identified as spearheads of the city’s development.
Simultaneously, focus is being placed on making preparations for new industrial clusters (ICs), namely 29.09ha Cam Le IC, 24.7ha Hoa Nhon IC, 13.29ha Hoa Khanh Nam IC and 14.48ha Hoa Hiep Bac IC to increase land resources for investment attraction, and production and business development, thus fostering economic growth.
