Da Nang accelerates site clearance for US$1.5 billion Lang Van project
The Lang Van tourist resort and entertainment complex at the foot of Hai Van Pass, Lien Chieu District, Da Nang, developed by Vinpearl JSC, a member of Viet Nam's leading private conglomerate VinGroup, with an investment of approximately VND35,000 billions (US$1.5 billion) is currently receiving support from the municipal administration and the district-level authorities in terms of site clearance and other procedures so that work can commence on this super project in September 2022.

Located right in Nam Chon bay, under the renowned Hai Van Pass, in Hoa Hiep Bac Ward, Lien Chieu District, the Lang Van project has a scale of more than 1,067ha, of which 60% is land and the remaining is water surface.
The project is located nearly 30km from the center of Da Nang, only a 10 minutes’ ride from the Lien Chieu District Administration Centre, about a 20 minutes’ ride from the Da Nang International Airport.
This large-scale project is expected to leverage the economic and social development of Da Nang.
This project has a favourable geographical location, converging elements of nature and culture, and it will be surrounded by developed transport, tourism and resort infrastructure systems with such outstanding projects as West Ring Route, Lien Chieu mega-port, Kim Lien cargo terminal, a bypass to the south of the Hai Van road tunnel and Lien Chieu coastal route.
The would-be development will feature a civilised urban design with beautiful settings, and 5-star facilities and services. The project is expected to create an urban tourism complex developed in harmony with the natural environment, and help connect housing spaces, community facilities, and commerce-entertainment services.
Once operational, the project is promised to offer luxury tourism experiences for travellers to Da Nang, develop a prestigious tourism service with its own identity, develop a new architectural landmark for the city, create more employment for local residents and make a large contribution to the city budget.
With its large scale and synchronous infrastructure, the project is likely to awaken the great potential of the Van village and create a new development leverage and breakthrough for the local economy.
The project has been promoted since 2011 after the municipal People's Committee and Vinpearl JSC entered into an agreement in principle.
On March 30, 2021, the Da Nang People's Committee and Vinpearl JSC held a ceremony to announce the launch of the project; however, for many reasons, up to now, the project has not been able to be kicked off.
In particular, the investor proposed to adjust the planning and the investment policy towards the formation of an urban area with a residential land scale of more than 100 hectares.
However, accepting the adjustment is not under the authority of the Da Nang People's Committee.
The Ministry of Planning and Investment will be in charge of receiving the adjustment dossier for is submission to the Prime Minister for approval.
The Da Nang People's Committee has assigned the municipal Department of Planning and Investment to summarise problems related to planning adjustment, financial obligations, forest land conversion, environmental impact assessment as well as site clearance.

In late 2021, the municipal People's Committee issued a decision to establish a team to handle problems for speeding up the project of Lang Van resort and entertainment complex in Hoa Hiep Bac Ward, Lien Chieu District.
Da Nang People's Committee Vice Chairman Tran Phuoc Son is the group leader, whilst the Director of the municipal Department of Planning and Investment Tran Thi Thanh Tam acts as the deputy leader. The group’s members include the leaders of some municipal departments and agencies.
Since June 30, 2021, despite facing difficulties and disadvantages due to weather and the COVID-19 pandemic, the functional forces of Hoa Hiep Bac Ward, and Lien Chieu District as a whole, have urgently carried out measuring the area of houses that will be displaced for the development of the project in a bid to implement site clearance and compensation in line with the regulations, as well as making the inventory of forest land in Phase 2 of the project.
As reported, the Lien Chieu District has, so far, handed over 100% of the water surface, and 50% of the land to the project.
For the time being, Lien Chieu District’s relevant agencies are speeding up site clearance, compensation and technical infrastructure relocation for the sake of the on-scheduled progress of this public attention-catching, large-scale tourism project.
With the drastic participation of local authorities and functional sectors, up to now, the site clearance work for the Lang Van project has recorded positive changes with the removal of some “bottlenecks’ and relocation still on track, creating a consensus amongst the displaced households for the smooth already-cleared site handovers soon, thus paving the way for the start of this super project on schedule.
