Da Nang to strictly handle projects falling further behind schedule

The Da Nang People's Committee Chairman has signed Decision No. 776/QD-UBND dated March 23, 2022 on promulgating a plan on the specific implementation progress of key projects, creating a driving force for the city's socio-economic development during the 2021 - 2025 period.

Accordingly, the municipal administration has set out a specific completion date like the ‘red line’ for many projects that are falling further behind schedule. The ‘red line’ is also the basis for handling the responsibilities of relevant units and individuals in the delayed stages of construction work, especially the responsibility of the leaders. 

Specifically, heads of the local authorities at all levels, departments, agencies, investors, project management units shall promote their direct leadership roles, take responsibility for timely handling of difficulties and problems.

Also, they must supervise the implementation progress of construction investment projects and if there is any delay at any stage, relevant units and individuals must take accountability at certain stages such as site clearance, selecting consultants to make reports on proposals for investment policies and projects, design construction drawings and estimates, the appraise and approval of project investment policies, and organizing the selection of construction contractors.

Currently, one of the most stagnant projects is the construction of the more than 7km long Tuyen Son - Tuy Loan riverside route from Do (Red) Bridge to National Highway 14B.

The Da Nang Management Board of Traffic Construction Investment Projects is the project’s developer whilst and the 545 Construction Joint Stock Company is the construction unit.

Work commenced on this more than VND526 billion project in 2017 with the initial completion deadline of 2020.

However, construction has yet to be completed due to site clearance bottlenecks. Therefore, the municipal People's Committee proactively fixed the deadline required to complete this project by the end of September 2022.

Deputy Director of Construction Joint Stock Company 545 Ho Anh Son said that the project construction unit is currently facing difficulties in site clearance along a section through Hoa Tho Tay Ward, Cam Le District. At the same time, the lack of leveling materials made the project even more entangled.

Similarly, the project ‘Northwest traffic axis 1’ invested by the Da Nang Management Board of Traffic Construction Investment Projects.

The project consists of 2 bidding package with one carried out by the Da Nang- Mien Trung Civil Engineering Construction JSC - Trung Nam Construction and Machinery Installation JSC -  Da Nang Energy Development Co., Ltd. and the other by the Da Nang- Mien Trung Civil Engineering Construction JSC - Trung Nam Construction and Machinery Installation JSC - Nhat Huy Construction and Trading Co., Ltd.

The project has a total capital of more than VND996 billion, kicking off in March 2020. But now, it is still sluggish.

The municipal administration has set a "red line" to complete site clearance in the first quarter of 2022 and to complete the whole project by the end of June 2023.

Meanwhile, the ‘Upgrading and renovating DT 601 road’ project, with a length of more than 35km, is also lagging behind the initially-set schedule.

This project is being invested by the Da Nang Management Board of Traffic Construction Investment Projects.

The delayed and prolonged construction of the DT 601 project has so far greatly affected people's lives, especially now when the Hoa Lien - La Son highway has been put into operation.

The project shall be forced to be completed by no later than September 30, 2022 to serve people's travel need.

Another stagnant project is ‘Western Ring Road 2’ developed by the Da Nang Management Board of Priority Infrastructure Investment Projects, with the construction units of Truong Son Construction Corporation - KCON Investment Construction Co., Ltd. - CIENCO 4 Group JSC - Nhat Huy Construction and Trading Co., Ltd.

The project is nearly 15km long, stretching through Cam Le, Lien Chieu and Hoa Vang districts. The project has an initially- approved investment capital of VND87 billion but its capital has increased many times.

At the request of the municipal government, by December 31, 2022, the project must complete a more than 4km long part stretching from Road 8 in the Hoa Khanh Industrial Park to the intersection with a bypass south of the Hai Van Pass.

Increase investment capital to complete the project behind schedule


According to the Da Nang Department of Planning and Investment, many other dynamic and key projects in the city are currently behind schedule due to  site clearance problems, forcing the city to increase investment capital ensure their on-schedule completion.

In early 2022, the municipal People's Council adjusted the investment policy of a number of projects such as Northwest traffic axis No.1, Le Trong Tan Road and the Co Co River emergency dredging and flood drainage.
