Da Nang gears up construction progress and public investment capital disbursement

In the face of the concerning situation that many projects are behind schedule, the Da Nang administration has set out a specific completion date like the ‘red line’ for many projects that are falling further behind schedule in a bid to accelerate the project progress and contribute to speeding up public investment capital disbursement.

Speeding up on-site construction progress

According to the Da Nang Statistics Department, accumulated in the first 5 months of 2022, public investment capital from the State budget managed by the city was estimated at over VND 1,611 billion, equal to 24.7% of the assigned capital plan and down 37.9% over the same period last year.

Particularly in May 2022, investment capital from the State budget managed by the city was at an estimated VND 434 billion, up 33.8% compared to the previous month but still lower than that of the same month in 2021.

Faced with that situation, the city leaders as well as project management boards, contractors and construction units are actively speeding up the construction progress. According to the municipal Department of Planning and Investment, in the second quarter of 2022, the deployment of many projects has been accelerated.

Notable among them are the building of a section of the Western Ring Road from National Highway 14B to Ho Chi Minh Road, the upgrade of rainwater drainage systems in Thanh Khe and Lien Chieu districts, the rebuilding of the Da Nang Traditional Medicine Hospital, the construction of a separate wastewater collection system and sewer lines to transfer rainwater to the Han River for the basin from Ho Xuan Huong Street to Da Nang’s border with Quang Nam Province under the Da Nang Sustainable Development Project and technical infrastructure development of An Cu 4 residential area.

Along with that, the constriction sites of some key projects in the city have witnessed contractors take advantage of favourable weather to speed up the construction progress.

Taking the Lien Chieu mega-port construction as a typical example, after a long delay triggered by the complicated COVID-19 pandemic, work has started. Accumulated from the start of construction until now, the investment volume of the project has been estimated at VND9.1 billion.

According to Director of the Da Nang State Treasury Phan Quang Thong, thanks to the flexibility in the process of controlling expenditure and capital payment according to the new regulations, his agency has effectively applied the method of "payment first, control later”, thus contributing to speeding up the disbursement of public investment capital in the city and allocating capital to projects in a timely and faster manner.

Bottlenecks and obstacles to construction progress need removing

Given a fact that the disbursement of public investment is an important driving force and a lever to beef up the city’s economic recovery and economic growth, so the city's leaders have proactively issued a specific implementation plan to gear up construction progress.

For instance, parts of the Western Ring Road project from National Highway 14B to Ho Chi Minh Road is facing difficulties in terms of transporting land for ground leveling.

As noted, the city has, over the past time, faced a number of difficulties and obstacles such as the still-limited capacity of construction units, contractors and design consultants, the soaring prices of raw materials, a shortage of land and stone sources for work levelling.

These unfavourable facts have also affected the construction and disbursement of public investment capital for many projects in the city.

In the coming time, functional local units will focus on speeding up site clearance and drastic construction, and at the same time, set the completion time of each dynamic and key projects.
