Da Nang to start work on Lien Chieu Port project in rest of 2022

The Da Nang government has given the green light to the investment policy for the building of a coastal road connecting the would-to-be-developed Lien Chieu Port. VND1,203 billion worth of capital from the national and municipal budget is expected to be poured into the project in the 2021 – 2025 period.

On March 25, 2021, the Vietnamese Prime Minister approved the investment policy for the shared infrastructure development of the Lien Chieu Port. This is a Group A project managed by the Da Nang People's Committee.

The Lien Chieu Port project consists of 2 components.

Component A, with an investment capital of over VND 3,400 billion  funded by the national and municipal budgets, is slated to be start construction in September 2022 with the following items such as dikes, breakwater systems, navigation channel, turnaround places and marine signaling systems, electricity and water supply infrastructure and ancillary works synchronously to the port gate.

Component B (startup phase), covering a total area of 44ha and comprising 2 wharves (750 square meters) is called for private investment capital.

The project falls under the authority of the Prime Minister who will approve investment policy. Investors will enjoy full incentives on land, corporate income tax, import tax and other taxes.

By 2050, the Lien Chieu Port will have a handling capacity of 50 million tonnes/year. This is one of three deep-water seaports of Viet Nam, planned as a special port with the scale of receiving cargo ships of up to 100,000 deadweight tonnage (DWT) and container ships with loading capacities from 6,000 to 8,000 twenty-foot equivalent unit (TEUs).

Deployment of bidding packages for Lien Chieu Port project

According to the National Procurement Portal, on July 2, the Da Nang Management Board of Priority Infrastructure Investment Projects implemented a contractor selection plan for the Lien Chieu Port project, including 19 bidding packages with a total investment of VND3,426 billion.

Specifically, the bidding packages include consultancy for setting up tasks, surveying estimates for designing construction drawings; verifying tasks, surveying estimates serving the design of engineering structures; consulting survey, making design documents construction drawings - cost estimates; consulting and verifying construction drawings and cost estimates; surveying supervision consultancy serving the design of construction drawings; measuring and drawing maps for site clearance; surveying, making technical plans, cost estimates for the clearance of mines and explosives.

Along with that is the assessment of the quality of demining mines and explosives; consulting on the preparation of bidding documents for construction bidding packages; construction insurance; surveying in service of setting up pilot pick-up and drop-off zones; issuing maritime notices; and the assessment of environmental impacts during construction; consulting on setting or adjusting new norms and conducting audits.

2 stages of building a coastal road project leading to the Lien Chieu Port

The building of a coastal road project leading to the Lien Chieu Port will be developed and managed by the Da Nang Management Board of Infrastructure Investment Projects in the 2021 - 2025 period.

The project aims to create a 6-lane independent transport route, connecting the internal road of Lien Chieu port to a bypass to the south of the Hai Van Road Tunnel with a length of about 2.95km.

The road is planned to have intersections with the old National Highway 1A and the existing North-South railway and with the bypass to the south of the Hai Van Road.
