New look promised for Hoa Vang District's urban zone after new planning

The Da Nang administration is proposing the urban zoning planning for Hoa Vang District’s capital, which is expected to determine the urban development goals of Hoa Vang, creating a driving force for the progress of urban areas to the west of the city in the future.

Hoa Vang District’s urban zone has a total area of 224.16ha, including villages Cam Toai Trung, Duong Lam 1, Duong Lam 2, Tuy Loan Tay 1 and Tuy Loan Dong 2, all belonging to Hoa Phong Commune.
The urban area of Hoa Vang District is adjacent to the current agricultural land and residential area to the north, DH Road o the south and the current residential area, the National Highway 14B and the residential area of Tuy Loan Market to the east and the current agricultural land and residential area to the west.

The urban planning of Hoa Vang District is aimed at developing the administrative centre, which is the gateway urban area connecting the northwestern districts of Quang Nam Province with the Central Highlands provinces, is a multi-sector economic sub-centre, giving priority to the development of regional trade, services and tourism as a driving force for urban development in the western part of the city. The population size in the urban zone of Hoa Vang District by 2030 is about 36,000 people.

According to the land use planning, the urban zone has 163.16ha of residential land, 11.57ha of urban public service land, 7.59ha of land for green tree development, 3.33ha of land for secondary school development, 6.93ha of defence land, 12 ha of land for the construction of State agencies, 0.81 ha of water surface.

As for some indicators of technical infrastructure, 100% of the population can access clean water with standard 120 liters/person/ day and the electricity supply of 1,000kWh/person/year is guaranteed.

With regard to wastewater drainage and environmental sanitation planning, new construction investment areas must have separate wastewater and surface water collection system. The minimum land use rate for transport is 18% of urban construction land and the minimum parking area in urban areas is 2.5m2/person.

Regarding commercial planning, to meet the criteria of 2,000m2/construction work, each supermarket is planned with an area of at least 500m2 whilst each commercial centre has an area of at least 10,000m2.

As for the spatial organisation, the urban planning of Hoa Vang District will prioritise developing towards the northwest of the district-level Administrative Centre, a move to connect with industrial parks, hi-tech zones and new urban areas and form multi-sector economic centres, agricultural product logistics services, support for hi-tech agricultural areas, regional trade centres and tourism services.

The space of Hoa Vang District’s urban zone is also the nucleus in the western rural area of the city, with a focus on developing synchronous technical and social infrastructure according to urban standards of grade 4 as a premise to develop this district into a town in the future.

Areas that are renovated, embellished or newly built shall keep the maximum green and open space.Traditional architectural space is encouraged to be preserved; architectural designs develop in association with trees; architecture is created in harmony with the natural landscape.

Besides, heed will be paid to rationally exploiting natural landscapes to create aesthetic values, associated with amenities, improving the efficiency of space use and protecting the urban environment.

Transport infrastructure is synchronously connected with the technical and general infrastructure of the development reserve zoning planning, the rural general planning of Hoa Phong Commune as well as the Da Nang Master Plan.
