Da Nang strives to complete its key projects as scheduled

Da Nang People’s Committee Chairman Le Trung Chinh has recently signed a decision specifying the completion date of local key projects, aiming to create a driving force for the city's socio-economic development during the 2021-2025 period. Up to now, many projects are rushing to complete, whilst some have reached the target as planned.

Many projects on track to complete

According to Director of the Da Nang Management Board of Priority Infrastructure Investment Projects Le Thanh Hung, the DH2 Road, connecting Hoa Nhon Commune to Hoa Son Commune, in Hoa Vang District, opened for trial run on June 30 under the direction of municipal Party Committee Secretary Nguyen Van Quang. At present, construction units are perfecting the construction of sidewalks and related items.

Similarly, more than 45% of the workload of the project on installing separate wastewater collection system and sewer lines to transfer rainwater to the Han River for the basin from Ho Xuan Huong Street to Da Nang’s border with Quang Nam Province under the Da Nang Sustainable Development Project has been already completed. 99.5% of the basic construction capital plan in 2022 has been disbursed.

Along with that, a more than 4km-long section connecting Road No. 8 in the Hoa Khanh Industrial Park to the intersection of the Nam Hai Van bypass, as part of the Western Ring Road No.2 project, must be completed by late December as per request of the city. Till date, 60% of the workload has been completed.

A number of projects that have been assigned a deadline for completion by the Da Nang Management Board of Priority Infrastructure Investment Projects are on the right track and they are expected to be completed on time.

Site clearance-related problems

Through the actual survey, many projects with fixed deadlines for completion are facing many difficulties and problems. If in the past, key projects were delayed mainly due to delays in site clearance and construction capacity of the contractors, but now the difficulty is due to the hike in raw material and fuel prices and the shortage of construction materials such as land and stone.

For instance, work started on the ‘Northwest traffic axis 1’ project in March 2020, but so far it has lagged behind schedule due to a lack of capital and tardiness in site clearance. In 2022, only VND9.5 billion out of the VND200 billion worth public investment capital has been disbursed.

According to the Da Nang Management Board of Traffic Work Construction and Investment Projects, the construction of many projects has yet to be completed due to site clearance bottlenecks. Included are a section from the intersection of National Highway 1A to the Northwest axis 1, and a section connecting Nguyen An Ninh from the intersection of National Highway 1A to the railway, and a section from Ho Tung Mau to National Highway 1A.

Besides, the construction of an over 19km-long west ring road from National Highway 14B to Ho Chi Minh Road, at a total capital of VND1,499 billion, started in 2018 and is expected to be put into operation in 2021. However, the construction progress is prolonged, leading to a large capital pool and incurring large costs due to some problems related to site clearance and contractors’ limited capacity.

Director of the Da Nang Management Board of Traffic Work Construction Investment Projects Nguyen Minh Huy, noted in addition to 800m of ground and about 190 documents that have not been handed over, the current construction progress (according to the extension schedule for phase 1) of the construction unit is still behind the schedule.

​The main reason is due to the limited financial capacity of the construction contractor Cienco 1 and Truong Son Construction Corporation, and the failure to fully and promptly disburse funds to the construction and material supply units.

Disbursement of public investment fulfills 40.7%

In the first 7 months of 2022, the total disbursement of public investment capital in Da Nang hit about VND2,655 billion, equivalent to 40.7% of the assigned capital plan.

In the coming time, the city will continue to review all projects and plan to withdraw projects that are falling further behind schedule or cannot be implemented.

According to the report of functional sectors, the biggest problem facing the city is the site clearance work in some transition projects. Included are the first stage of the Da Nang Vocational Junior College project, and the project to improve the water environment east of Son Tra District.
