80-meter-tall buildings proposed to be tallest skyscrapers built in Da Nang

The development of Da Nang’s urban planning and design regulation is underway in line with the direction from the municipal government on the implementation of the Da Nang Master Plan for the city’s major developements by 2030, with a vision towards 2045 approved by the Prime Minister.

Mr Dinh The Vinh, the Deputy Director of the municipal Department of Construction said that the development of this regulation and a list of the city’s best architectural works aims to concretise the city’s Master Plan for its major developements by 2030, with a vision towards 2045. The draft regulation is being widely publicized to gather public opinion and collect feedback from Da Nang communities.

The Department has signed a consulting contract with a consortium consisting of Viet Nam’s National Institute of Architecture, along with the Urban and Architecture Institute on the development of the city’s regulation on architectural management and a list of the city’s best architectural works.

Till date, the consulting consortium has basically completed the draft regulation. The municipal Department of Construction is collecting feedback from relevant individuals and organisations on the draft regulation pursuant to the national government’s Decree No. 85 dated September 7, 2020 on detailing a number of articles of the Law on Architectural Activity.

Da Nang public are most concerned about tall building critia, average height of tall buildings, the density of tall building construction, and the coefficient for land used for high-rise buildings in order to ensure strict control over tall building developments while make sure that the land's features are appropriate for the intended use.

In particular, the height of tall buildings should be allowed to be gradual increase from the southern area of the city and around the airport to the hilly area to the west of the city, and the eastern bank of the Han River. Over 80-meter-tall buildings should be allowed to be built in the city’s expanded urban area that encompasses some parts of Son Tra and Ngu Hanh Son districts. The development of high-rise buildings should be encouraged at the intersections of urban main roads and coastal areas in a bid to build an urban image in a synchronous manner for specific areas of the city.

New high-rise buildings with the average height of 60m to 80m are proprosed to be built in the Da Nang downtown area that includes a part of Hai Chau District as new developments are associated with the existing height of tall buildings that have been already built here. In addition, areas with higher population densities should be developed in the inner-city while the development of high-rise buildings should be encouraged in the hillside subdivision of Hoa Vang Rural District in efforts to promote the  development of high-rises in this suburban district.

Mid-rise buildings with the average height of 40m to 60m should be built along Da Nang Bay encompassing some parts of Hai Chau, Thanh Khe, Lien Chieu districts in order to ensure unrestricted panoramic views over the bay. Furthermore, mid-rise building developments should be only allowed in the area around the Da Nang Airport encompassing some parts of Thanh Khe, Hai Chau and Cam Le districts) in a bid to not cause airspace obstructions. The construction of low-rise buildings with the average height below 40m should be only allowed around the Landing-Take Off Corridor of the Da Nang Airport, in industrial parks, and residential areas in the south of the city.

Specially, the draft regulation also stipulates that a strict control of the building height must be imposed on protected areas linked to national security and defence, while stringent control must be required for high-rise building developments in coastal areas and over 25-storey building construction .

The draft regulation also stipulates on the control of the building density, including the control of the amount of the development of functional works in order to make sure that the building density in Da Nang meets international standards.

Meanwhile, the building density of new developments areas must meet standards identified in the National Technical Regulation QCVN 01 issued in 2021 by the Vietnamese Ministry of Construction.
