These are all BOT projects that have been completed and put into operation but have yet to collect tolls due to insecurity, disorder, broken financial plan or actual revenue reaching only 30% of the contract and other reasons.

Specifically, the BOT projects included a road tunnel project through Ca pass where the expected placement of a toll station on the La Son - Tuy Loan expressway to collect payback fees has triggered objections from road users due to concerns over insecurity and the upgrading of national highway 3, exactly the Km75 - Km100 section.

According to preliminary calculations, about VND13,115 billion from the State budget is expected to be spent on handling problems and inadequacies facing the aforementioned BOT projects.

The Ministry of Transport also recommended more fundings from the State budget capital or other lawful capital sources to make payments for investors.
