Da Nang accelerates public investment disbursement in final months of the year

The Da Nang government has asked localities, investors and project management units to speed up the implementation of construction projects in order to increase the disbursement rate of the remaining public investment capital in the last months of 2022, thereby contributing to the city’s economic growth.

Investment capital disbursement rate is still low

According to the municipal Department of Planning and Investment, as of late October, the disbursement of the public investment capital reached VND 3,375 billion, representing 56.5% of the plan assigned by the central government, and 43% of the plan assigned by the municipal People’s Council. In case that the unallocated reserve of VND452 ​​billion is not included, the disbursement hit 45% of the plan assigned by the municipal People’s Council. Thus, according to regulations, the city has only 3 months left to accelerate the disbursement.

Determining that accelerating the disbursement and implementation of public investment capital is an important resource, creating a driving force to promote the city's socio-economic growth, the municipal People's Committee directs relevant agencies at all levels to strive to complete 100% of the capital disbursement plan in the last months of the year and ensure the construction volume as planned.

To fulfill 100% of the disbursement plan in 2022, the municipal authorities require investors and project management units to speed up the construction progress of projects, urge contractors to strengthen their construction capacity, expeditiously organise the pre-acceptance test of the completed volume, quickly complete the dossier, and coordinate with the Da Nang branch of the State Treasury of Viet Nam to make payment for the completed volume to contractors in accordance with regulations.

Chief of Office of the municipal Department of Planning and Investment Tran Van Hoang said that over the past time, thanks to great efforts and determination, many construction projects are gradually achieving positive results, including the Software Park No. 2 project at its first stage which is expected to be the main driving force for the city's information technology industry although it has yet to be put into operation. As of late October, a total of VND616.9 billion had been spent on the project, equivalent to 62.5% of the total investment.

Along with that, the project on building the Organ and Stem Cell Transplantation Centre at the Da Nang Hospital is one of construction works with important political and social significance. Up to now, the volume of investment capital of the project has reached nearly VND300 billion, equaling 60.5% of the total investment. Meanwhile, the completion of the around VND239 billion Cam Le District Health Centre project in the first phase 1 is underway.

In addition, the municipal People’s Committee allocates VND1,427.5 billion for the Da Nang Management Board of Priority Infrastructure Investment Projects to carry out traffic infrastructure improvement projects in the city. Of this figure, the reciprocal capital from the city budget is VND380.8 billion, and the on-loan ODA capital is VND1,046.7 billion.

The push from new projects

As for new construction projects, the city requires investors and project management units to stick to the schedule commitment, and expeditiously complete the documents and procedures for bidding, construction, and capital disbursement as committed.

Director of the city’s Management Board of Priority Infrastructure Investment Projects Le Thanh Hung said that as one of the city’s key construction projects, the western ring road No. 2 is carried out from 2017-2022.

Currently, the project is entering the phase of accelerating construction. The Management Board has directed the contractor consortium to focus on manpower and equipment to expedite the construction progress to ensure that the construction of the project will be completed on December 31, 2022 as scheduled.

According to Mr. Nguyen Huu Nhat, Director of the Da Nang Da Nang Management Board for Infrastructure Construction and Urban Development Investment Projects - the investor of the Cam Le District Health Center in the first stage, his unit is actively urging construction contractors to increase manpower and equipment to speed up the construction progress and complete the construction of the Cam Le District Health Center in November 2022.

Along with that, the unit is on course to complete procedures to start new projects such as supplement of medical equipment for the Da Nang Maternity and Pediatrics Hospital, and upgrade and expansion of the Da Nang Data Center.

Besides, work is expected to start at the Lien Chieu Port in the fourth quarter of 2022 as planned, added Director Nhat.

Accordingly, the Management Board has invited bids for the construction of shared infrastructure for the Lien Chieu Port project. The bidding package is worth more than VND2,948 billion.
