Da Nang focuses on disbursing public investment capital at year beginning

In response to the theme of 2023 as 'The year focuses on unleashing resources, attracting investment, maintaining economic growth and ensuring social welfare', government departments and agencies, and localities, across Da Nang, have been active in taking drastic measures to speed up the disbursement of public investment capital since the beginning of the year, thereby contributing to promoting the local socio-economic development.

Luring investment into 353 works and projects

Statistics from the Da Nang Department of Planning and Investment show that VND6,345 billion worth of public investment was disbursed in the city as of late January, 2023, ,equaling 114.42% of the central plan and reaching 50.1% of the capital plan set by the municipal People’s Council.

In order to actively disburse public investment capital in 2023, the municipal government recently issued decision publicising the targets of socio-economic development, defense - security and public investment in 2023, including details of capital plans for investors, localities and units.

Accordingly, the total planned public investment capital in 2023 according to the announcements of the central and municipal governments is VND9,845 billion. Of this figure, VND9,651 billion will come from the city budget, whilst the remaining VND193.93 billion will be from district-level budgets.

In which, VND7,647 billion will be poured into 353 works in the city, including VND780 billion for compensation and site clearance works, and VND6,867 billion for construction volumes.

Specifically, VND5,276 billion will be allocated for compensation, site clearance and construction of 249 basic construction works, including 53 traffic works,17 works of agriculture, forestry, irrigation, fishery and embankments, 56 educational and training works, 19 health, population and family projects, 21 cultural and information works, and 13 environmental protection projects.

In addition, VND710 billion will be spent on 104 works and projects to exploit the land fund.

Besides, the city reserves VND1,659 billion and focuses on disbursing VND563 billion from the central government to build and install 7 projects, including the Lien Chieu Port project.

Despite the city’s great efforts, the disbursement of public investment capital in 2023 for the whole city in January 2023 only reached VND90.79 billion, representing 1.1% of the capital plan assigned by the central and municipal governments, according to the Department of Planning and Investment.

Leaders of some construction investment project management boards said that the amount of public investment disbursement in 2023 in January 2023 was low because the units focused on completing the disbursement of public investment capital in 2022 to meet the deadline of January 31, 2023.

Director of the Da Nang Management Board for Infrastructure Construction and Urban Development Investment Projects Nguyen Huu Nhat said that the unit is urging construction contractors to disburse the allocated capital for construction works.

Disbursing capital for compensation and site clearance work

Aside from site clearance work to disburse capital for compensation and clearance, the district-level authorities are making efforts to disburse the capital of VND490.9 billion allocated by the municipal People's Committee in 2023 for civil works.

In particular, localities are urgently implementing procedures to propose the allocation of reserve capital for projects that are not eligible for capital allocation.

At the same time, heed is on preparing investment for works expected to receive a 50% increase from the people's living capital compared to 2022, not including the savings in 2021, to promptly propose additional supplementing the plan of people's living capital in 2023.

Chairman of the Lien Chieu District People’s Committee Nguyen Dang Huy informed that the district identified 2023 as "The year of promoting site clearance and public investment, and ensuring social security".

Accordingly, the district authorities have issued the work programme in 2023 with many key tasks with a focus on completing the disbursement of investment capital according to the assigned capital plan.

Furthermore, greater effort will be made to speed up the site clearance for the Lien Chieu Port, the Lang Van resort and entertainment complex, the North-West Axis Route 1 (a section from Ho Tung Mau to National Highway 1A and a section from Nguyen An Ninh Street to the intersection of National Highway 1A and railway), route to serve the military and people's lives in Lien Chieu District, and the Hoa Khanh Nam Industrial Cluster.

According to Director of the Department of Planning and Investment Tran Thi Thanh Tam, it was found that in 2022, the slow progress of site clearance led to delays in the disbursement of compensation and clearance capital.

Additionally, due to the slow preparation progress of many projects, the start of the project and the implementation of capital advance were delayed.

“In order to perform well the disbursement of capital in 2023, localities and units need to effectively implement site clearance to disburse capital for compensation and clearance, and speed up the construction progress to disbursement of construction capital” she added.

Currently, the city is directing drastically and focusing on disbursing public investment capital in 2023, she emphasised.
