Da Nang's efforts to collect state budget at the beginning of the year
Localities as well as financial agencies across Da Nang are making efforts to complete the 2023 budget collection goals in a bid to create investment resources for the city’s development.

Attempt made from districts
With State budget collection of VND1,333.9 billion in 2022, Hai Chau District led nationally in state budget collection with more than VND1,000 billion. In 2023, the district targets to collect VND1,358 billion in State budget revenue, representing 101.8% of the actual revenue in 2022.
In an effort to achieve this goal, Chairman of Hai Chau District People's Committee Le Tu Gia Thanh has directed the local Tax Department to support taxpayers, especially widely publicising new tax policies taking effective from 2023 among businesses and individuals.
Also, the district is focusing on promoting the management of taxpayers, strengthening the review of tax declaration dossiers, and recovering outstanding debt.
Meanwhile, the year’s budget collection task in 2023 set for Son Tra and Ngu Hanh Son district is lower than the actual revenue in 2022.
Specifically, Son Tra District strives to collect VND 808 billion in State budget revenue in 2023, equal to 96% of the actual revenue of VND837.5 billion in 2022. Meanwhile, Ngu Hanh Son District’s total budget collection in 2023 is expected to reach VND845 billion, equal to 90% of the actual revenue in 2022.
The decrease in State budget revenue in 2023 puts pressure on other fees and charges to be collected higher than the results in 2022. Therefore, leaders of the districts as well as the Tax Branch of the Son Tra - Ngu Hanh Son area have been implementing many solutions.
Deputy Head of the Tax Branch of the Son Tra - Ngu Hanh Son area Le Thi Kim Lien said that her unit is continuing to review business households to manage taxes in accordance with regulations. Besides, it is coordinating with the district authorities to promote the collection of non-agricultural land use taxes, private construction taxes, and rental real estate taxes.
Similarly, other districts have also strengthened measures to raise taxpayers' awareness about tax payment, and exploit new revenue sources to stabilize revenue sources in the area.
Importance will be on directing wards to propagate and explain the policy of adjusting the non-agricultural land use tax rate, and proactively urging the collection and payment to ensure the speed of budget collection in the locality.

Nurturing revenue
According to the municipal Tax Department, the city sets a target of VND19,631 billion from domestic collection in 2023, VND2,000 billion of this figure will be land use fees.
As of January 31, 2023, the city’s total domestic revenue reached VND1,720.8 billion, representing 9.3% of the central estimate assigned and 79.9% over the same period. In which, land use levy was VND109 billion, equivalent to 5.5% of the estimate and 30% over the same period. Revenue from taxes, fees and other budget revenues was VND1,611.8 billion, reaching 9.8% of the estimate, and equaling 90% over the same period.
The reason for the decrease in domestic revenue over the same period was thought to be that the continued implementation of policies to support and remove difficulties for taxpayers according to Resolution No. 43/2022/QH15 on fiscal and monetary policies supporting socio-economic recovery and development programme.
Besides, production and business activities in the city still faced many difficulties and challenges due to the influence of the global economic and political situation.
Currently, the municipal Tax Department is continuing to promptly implement the State's support policies for businesses and people to iron out their difficulties and promote their production and business recovery.
Moreover, the Department continues to coordinate with other relevant agencies to implement the anti-tax loss work in each field and industry with high tax risks in 2023 and the following years.
Specially, the unit will work with the municipal Department of Natural Resources and Environment to promote the collection of land use levies and land and water surface rental fees for units that have already made decisions on land allocation and land tax. The target of import and export tax collection in 2023 is VND5,000 billion.
Mr. Quach Dang Hoa, Director of the city’s Customs Department, said that in January 2023, a shortage of orders and a hike in the prices of raw materials in the last months of 2022 had a significant impact on production and business activities of city-based the enterprise. This was also one of the factors that made the balance of import-export activities in January 2023 lower than that in the same period last year.
Therefore, the Customs Department has proposed 6 solutions with a focus on developing the customs-enterprise partnership and related parties, as well as creating favorable conditions for enterprises in the process of carrying out administrative procedures in the field of customs on the basis of publicity, transparency and objectivity, in accordance with the provisions of law.
