Building digital platforms and applications beneficial to Da Nang businesses, implementing programmes and plans to support businesses in digital transformation are among highly practical solutions being implemented by local relevant agencies, thereby helping businesses accelerate digital transformation.

Support from the portal, data

Officially operating from the end of June 2022, Da Nang Digital Transformation Portal at https://dx.danang.gov.vn/ or https://chuyendoiso.danang.gov.vn includes main functions such as updating information on digital transformation activities and results of agencies and units; documents, e-books, reports, videos, new applications, solutions and experiences on digital transformation for agencies, organisations, businesses and residents to apply, especially integrating tools to support businesses to self-assess their readiness for digital transformation.

The Da Nang Department of Information and Communications has compiled the assessment results of enterprises through the above-mentioned tool, initially determining the readiness of enterprises for digital transformation at the developing stage during which businesses are aware of the necessities and strategies of digital transformation and initially apply IT in management and business performances.

According to Mr. Tran Ngoc Thach, the Deputy Director of the Da Nang Department of Information and Communications, the assessment is based on a set of indicators issued by the Vietnamese Ministry of Information and Communications.

After providing complete information, the tool performs analysis, evaluates and automatically responds to the results, including information, charts with comparison with the average level of enterprises in the same industry and field so that businesses can self-assess their strengths and weaknesses and have appropriate solutions. Self-assessment can be done regularly, periodically to determine the status quo and direction for improvement.

In addition, the Digital Transformation Portal interacts two-way with users to receive requests and problems posed by agencies, organisations, businesses and people, through which the city’s Digital Transformation Office or related agencies will act as the focal point for consultancy or handling.

Besides the Da Nang Digital Transformation Portal, the Da Nang Public Service Portal at https://dichvucong.danang.gov.vn offers 100% online public services eligible for level-4 deployment, the highest level in Viet Nam’s online public service system, allowing the reception and returning of results through the Public Service Portal.

Besides, 98% of online public services have deployed levels 3 and 4 as practical support to increase convenience for businesses. Enterprises have a digital data warehouse, manage records when using the Da Nang Public Service Portal without having to re-enter information or submit previously-declared papers.

Meanwhile, with the Open Data Portal at https://congdulieu.vn/ or https://opendata.danang.gov.vn, businesses can search and exploit open data for data analysis, learn more about related services, and conduct market research to serve their production and trade development orientations.

Enterprises can use data on the portal to create added value for their products and services or develop new ones for the sake of better society. In addition, businesses can share their data on the portal to let them be known by other individuals and organisations.

Deploy digital transformation programme and plan

Mr. Nguyen Huu Hung, Vice Chairman of the Da Nang Young Entrepreneurs Association, the Director of the Da Nang Branch of Fast Business Management Software JSC, said that most businesses in Da Nang are small and medium-sized enterprises whose human resources for digital transformation is still weak whilst financial and technological resources are limited.

Investing in finance and infrastructure without clearly seeing actual benefits of digital transformation in the future is a huge challenge for business owners in making a decision to pour investment into digital transformation.

Positively changing their awareness and enhancing training in digital transformation by size and industry in a bid to help businesses grasp strategies is an important factor for successful digital transformation.

According to Mr. Nguyen Cong Tien, Deputy Head of the Authority of the Da Nang Hi-tech Park and Industrial Zones, the unit will strengthens cooperation with domestic and international organizstions, corporations and businesses to receive support, advice, experiences, models, solutions and technology transfer from them, thereby determining the enterprise digital transformation index and support corporate digital transformation.

On the basis of assessing the readiness for digital transformation, the Da Nang Department of Information and Communications will support businesses to benefit from a number of the municipal administration-released specific policies as well as introduce new solutions suitable for enterprises, speeding up the progress of IT parks, intelligent operation centres, implement cooperation programmes with units across the country as well as abroad, thereby promote businesses in the fields of digital technologies and digital transformation.
