Breakthroughs recorded in urban zoning planning in Da Nang's suburban district
According to urban zoning planning, Da Nang’s Hoa Vang Suburban District will be the district-level administrative centre, the gateway connecting other provinces in Central Highlands, in the direction of a multi- industrial economic sub-centre, giving priority to the development of trade and supporting services for high-tech agricultural areas, regional trade, service and tourism centres, as a driving force for urban development in the western part of the city.

Eco-urban zone with diverse spaces
Urban subdivision of Hoa Vang District has an area of about 228.14ha, bordering Cam Le and Tuy Loan rivers to the north; Quang Nam province to the south; national highway 1A to the east, Hoang Van Thai Street and the hi-tech agricultural subdivision to the west, passing through Hoa Nhon, Hoa Phong, Hoa Phu, Hoa Khuong, Hoa Chau, Hoa Tien and Hoa Phuoc communes.
Mr. Nguyen Tan Phat, the Head of Economic Infrastructure Department of Hoa Vang District, said that, according to the content of the project, Hoa Vang District belongs to the development reserve subdivision of the hillside, playing a central role in developing Hoa Vang district into a town. Therefore, the area is planned to develop with a compact urban form, regulating housing issues of the development reserve subdivision.
The centre of the district, in addition to the main function of being the economic, political, cultural and social centre of the district, plays a supporting role in agricultural science for the western agricultural region. The hillside urban area is a transitional and population-regulating urban area from a hi-tech subdivision, a green core subdivision with a high land use coefficient, attracting population, developing in the form of TOD (Transit Oriented Development - public transport-oriented development projects) to attract tourists.
The development reserve zone with the centre of Hoa Vang District will be a green living space to preserve and promote the agricultural production system from hi-tech agricultural industry to traditional, modern, smart agriculture and climate change adaptation.
The urban centre of Hoa Vang District and the development reserve zone creates a green connection with the neighbouring subdivisions, and it is a space to regulate the climate of the bordering area.
The planning area is mostly agricultural land, with a ground elevation of 2.5-3m, which is very low compared to the lowest recommended ground level, corresponding to flooding with a frequency of 5%, according to the adjustments to the Da Nang Master Plan for its major developments by 2030, with a vision towards 2045, recommended ground elevation of the area is 6m).
In particular, the southern part of the study area has high hills and hills, and this factor will bring diversity in the regional landscape.
Specific planning of functional areas
According to the land use plan, the residential land unit is about 171.74ha, of which the housing group (including housing and social housing) is 65.61ha; education (including secondary schools, primary schools, kindergartens) 9.3ha; land for cultural space and public works 12.86ha; 13.22ha service land; trees for public use 7.8ha; car parking areas 7.52ha; traffic facilities 55.43ha and urban area 34.33ha.The population size in the urban area of Hoa Vang District by 2030 is expected to be about 36,000 people.
To limit flooding, the district's urban subdivision focuses on building its own drainage system. For traffic, the land use rate must be at least 18% of urban construction land, and the parking area in the urban area must be at least 2.5m2/person.
According to Mr. Phan Van Ton, Chairman of Hoa Vang District People's Committee, promoting urban development and creating the face of landscape architecture in the urban subdivision of Hoa Vang District will contribute to the completion of the city's general planning. Heed will be paid to meeting the land fund for commercial development, public works, new housing need and creating investment capital for technical infrastructure.
Each content of the project is aimed at building Hoa Vang into a grade- 4 urban area and a smart, modern, digital transformation centre with a specific identity in the near future.
