Da Nang towards typical digital transformation city model

Da Nang needs to take more solutions to facilitate the entire population to access digital technology, effectively deploy a typical digital transformation city model, unlock data sources, and create new values so that the database is truly an input to the digital economy.

Municipal Party Committee Deputy Secretary cum People’s Council Chairman Luong Nguyen Minh Triet made the suggestions at a digital transformation seminar themed ‘Digital data - challenges and directions’ which took place in the city on Friday.

Mr. Triet remarked, under its digital transformation roadmap by 2025 with an orientation to 2030, the city identified digital transformation as an "driving force" and an important "key" to solve bottlenecks and create breakthroughs in the city's fast and sustainable socio-economic development in the coming time.

In particular, the focus will be on boosting synchronous digital transformation in leadership activities of Party committees and organisations at all levels, management and administration activities of the government, and production and business activities of enterprises; creating new development space; and improving the living and working conditions of locals and businesses.

However, the digital transformation implementation in the city is still facing many barriers and problems related to policies, legal framework, infrastructure, data, and human resources.

Notably, the city's digital data is fragmentary, unreliable, low quality, and low availability, whilst data sharing is limited.

Therefore, the city needs to listen to ideas, recommends, plans and suggestions in order to remove difficulties and obstacles in the process of implementing digital transformation in the city.

Mr. Nguyen Phu Tien, Deputy Director in charge of the National Digital Transformation Department under the Ministry of Information and Communications, said that in 2022, the total number of transactions through Da Nang's integrated national data sharing platform about 194,344 million. Da Nang connected 10 services and officially used 6 services. In the first 5 months of 2023, the total number of transactions through the platform was about 199,504 million, and the city connected 11 services.

Mr. Nguyen Phu Tien suggested that Da Nang should soon issue plans to provide open data and a list of the city's shared databases; as well as develop the city's data year implementation plan on the basis of the National Digital Transformation Committee's data year plan.

In his closing speech at the event, municipal People's Committee Chairman Le Trung Chinh asked relevant agencies to raise public awareness about the role and value of digital transformation; and identify digital transformation as a new driving force to create a new development space for the city.

The municipal Department of Information and Communications, and the city’s Digital Transformation Steering Committee will soon submit and issue a plan for data infrastructure development and governance, which clearly defines a data governance model and the digital data principle are the city’s common property which must be shared, exploited and used in common.

Besides, training courses on enhancing digital skills will be provided for all cadres, civil servants and government employees.
