Da Nang accelerates progress of IT infrastructure
To serve the needs of information technology (IT) development, the progress of building projects, IT parks and data centres is being accelerated by relevant agencies.

Many projects are about to start
To meet the research and development of software products on the basis of new technologies in a number of high-tech fields, attract businesses in the IT field, startups, create a business cooperation environment, along with training and developing IT human resources, the Viet Nam Posts and Telecommunications Group (VNPT) has considered the architectural plan of Da Nang Bay IT Park at 75 Nguyen Sinh Sac, Hoa Minh Ward, Lien Chieu District in September 2022.
Accordingly, VNPT Da Nang has carried out a field survey to relocate a number of VNPT - affiliated units located in the city to prepare steps to repair and embellish the infrastructure here.
Mr. Nguyen Trung Hai, the Director of VNPT Da Nang, said that after completion, the Da Nang Bay IT Park will attract businesses in the field of telecommunications - IT to create jobs for 1,500 - 2,000 employees.
The project is built on an area of 35,190m2, with about VND 800 billion worth of investment in total. VNPT Da Nang is implementing investment preparation procedures, planning design and architecture according to the land use planning scale 1/500, expected to submit to the Da Nang People's Committee for approval to investment policy decision in the city.
Meanwhile, the Viettel Military Industry and Telecoms Group is deploying 5 major IT projects in Da Nang, notably the construction of the Viettel Da Nang IT Building and the Data Centre. Mr. Huynh Ngoc Thuong, the Director of Viettel Da Nang, informed that two projects are expected to start construction in the first quarter of 2024.
As for Viettel Da Nang building, the Hai Chau People's Committee has approved the detailed planning of 1/500 scale. The Prime Minister approved the project investment and development strategy under Decision No. 30/QD-TTg dated April 27, 2023. On the basis of the approved strategy, the Vietnamese Ministry of National Defense will approve the investment policy for the project.
Accordingly, the Viettel Da Nang building will be built at Lot A1.1 in a park to the north of the Peace Monument, Hoa Cuong Bac Ward, Hai Chau District, with an area of 10,765m2. The building comprises of 2 twin towers with each tower expected to have 18 floors and 2 basements with a total investment of more than VND1,000 billion/tower. The building is designed to house 1,000 - 1,500 people.
With regard to the Data Centre will be built in the Hoa Khanh Industrial Park, Lien Chieu District to serve the operation of the telecommunications network, e-government infrastructure and 4.0 technology platform.

Proposed mechanism for Software Park No. 2
At the beginning of June, the Vietnamese Ministry of Finance submitted a report to the national government for comments on the draft supplementing a number of articles of Decree No. 144/2016/ND-CP dated November 1, 2016 adopted by the national government regulating some specific mechanisms on investment, finance, budget and management decentralisation for Da Nang.
Accordingly, the formulation of a decree supplementing a number of articles of the Decree in order to create conditions for Da Nang to exploit the Project Software Park project. No. 2, already organised as a concentrated IT park, so as to support IT - communication enterprises to solve problems in development space, in terms of infrastructure and premises, develop innovation centres, conduct research and development of digital transformation; including projects invested with the State budget and non-State budget sources.
It is known that the total starting value of the land area of Software Park No. 2 is VND1,355.2 billion, equivalent to about US$58.9 million, along with other eligible project expenses, according to the municipal administration’s decision stipulating the specific land price as the basis for auctioning the right to use land.
According to the Vietnamese Ministry of Finance, this proposal has an economic impact when creating a more specific and clear mechanism for identifying assets formed after investment as information infrastructure assets and releasing detailed regulations on managing, using and exploiting information infrastructure assets invested and managed by the State, helping the city continue to invest in the Da Nang Software Park No. 2 (Phase 1) from the state budget so that the project can be completed and put into use soon, ensuring synchronization and efficiency.
On the social side, the investment in the infrastructure of the Software Park No. 2 (Phase 1) will create a land fund, settle the arrangement of production and business locations for information and communication technology enterprises, innovative startup businesses, and at the same time meeting the aspirations of businesses, helping the city increase its resources, ensuring the initiative in resources for investment and development and promoting socio-economic development.
Mr. Le Son Phong, the Deputy Director of the Department of Information and Communications, said that the development of IT infrastructure projects as well as the proposed mechanism is a positive signal to serve the IT application and development, promoting IT business incubation; serving digital transformation for government, people and businesses.
According to the proposal, the State management agency for information infrastructure assets at the Software Park No. 2 is the Da Nang People's Committee.
