Favourable conditions created for import and export businesses

In the context of businesses facing many difficulties in production and business, the Da Nang Customs Department has been taking a number of solutions to facilitate import-export and immigration activities across the city.

Over recent days, workers and engineers of the Son Tra District-based Song Thu Corporation have focused on connecting ship compartments of 2 FCS ships for the Damen Group in the Netherlands and completed a 22m fishing vessel for export to a customer in Australia.

It is known that, since the beginning of the year, the Song Thu Corporation has deployed the construction and repair of 12 economic ships for domestic and foreign partners with import-export turnover in the first nine months of 2023 reaching VND59.8 billion.

Mr. Le Hung Duy, the Deputy General Director of Song Thu Corporation Limited, said that, in the context of fluctuations in the world, many times imported supplies and shipbuilding materials encountered interruptions and faults. Therefore, the Da Nang customs authorities have always proactively supported the resolution of administrative procedures quickly and flexibly, helping businesses keep shipbuilding progress as planned.

Currently, the Song Thu Corporation and a number of other businesses city-wide are selected to participate in the programme ‘Facilitating and supporting businesses to comply with customs laws’, through which customs and businesses carry out activities to achieve higher levels of compliance and move towards voluntary compliance, contributing to meeting reform and modernisation requirements, improving the business investment environment, and enhancing national competitiveness according to the Resolution 02/NQ-CP dated January 10, 2022 adopted by the national government.

Meanwhile, the Bac Trung Nam Seafood Joint Stock Company imports dozens of containers of frozen meat and fish every month through the Da Nang Port border gate so it regularly opens goods declarations at the Da Nang Port Border Gate Customs Branch.

Ms. Vu Thi Thu Hong, the company’s Director said that depending on the category of goods and channel classification, it will be decided whether the shipment will go through customs clearance quickly or not.

However, most customs clearance procedures are under an hour and rarely encounter problems. This helps the company access goods early for timely distributions to agents across the country, as well as reduces warehouse storage costs at the port. In addition, questions about import and export administrative procedures of businesses are quickly supported online.

Since the start of the year until now, the city customs sector has organised visiting delegations to more than 30 businesses located in the city to grasp the thoughts and aspirations of businesses to help them deal with problems. Therefore, there are specific and practical policies and solutions to support businesses and create more favourable conditions in import-export and immigration activities. In addition, customs branches also organises quarterly dialogues and consultations with businesses and dialogues every 6 months at the department level in online or in-person forms.

According to Mr. Quach Dang Hoa, the Director of Da Nang Customs Department, to effectively implement the pilot programme to support and encourage businesses to voluntarily comply with customs laws, the Da Nang Customs Department is managing and supporting 3 businesses. In addition to this programme, to date, 60 businesses have participated in the programme ‘Facilitating and supporting businesses to comply with customs laws.

Business support solutions have significantly contributed to saving time and costs, shortening customs clearance time. According to the results of assessing the quality of administrative procedure handling by the Da Nang Customs Department at the municipal Public Service Portal at: https://www.dichvucong.danang.gov.vn/, the satisfaction level has reached 100%. In the coming time, the city's customs sector will continue to review, reduce and simplify customs procedures, apply electronic and digital data, minimize administrative procedures, optimize the customs clearance process based on strong application of information technology.

The total State budget revenue, as of October 24, collected by the Da Nang Customs Department was VND2,592 billion, reaching 51.8% of the assigned target wuth VND5,000 billion. The import-export turnover reached USD2.58 billion, down 24.35% over the same period in 2022, of which exports stood at US$1.5 billion, down 18.45%, and imports decreased by USD to be valued at US$1.08 billion. The rate of green channel declarations accounted for 65.71% of the total declarations conducted through the entire Da Nang Customs Department.
