As for the PCI rankings, Da Nang dropped seven places to No.16 in the country with the score of 68.79/100 in the ‘Good’ group. This year, the city ranked second in the Central Coast region after Thua Thien Hue Province with 69.19/100 points.

Quang Ninh Province continued securing its position at the top of the 2023 PCI rankings with the score of 71.25/100, followed by Long An Province with 70.94/100 and Hai Phong City with 70.34/100.

PCI rankings 2023 were announced according to the results of a survey of 8,000 businesses across the country. This is the 18th time the PCI report has been published.

PCI is the result of a major ongoing, collaborative effort between the VCCI and the USAID to enhance provincial economic governance to create a business-enabling environment for private sector development in Viet Nam.

The PCI is designed to assess the ease of doing business, economic governance, and the efficacy of administrative reform efforts by local governments in all cities and provinces across Viet Nam and municipalities. At the same time, it positions Viet Nam's attractiveness through investors' assessments and reflects expectations about reform efforts in the near future.

Regarding the PGI rankings in 2023, Quang Ninh had the highest total score of all 4 component indexes. It was followed by Da Nang, Dong Nai, Hung Yen, and Ho Chi Minh City.

This is a set of indicators to evaluate and rank environmentally friendly localities from the perspective of business practices. Included are the level of application of environmentally friendly technologies by local businesses, the management level and behavior with the environment, the level of concern and willingness to invest in environmental issues by local governments, and many other important environmental issues.
