Enhancing value-added, fostering sustainable agricultural development

Da Nang’s agriculture sector has been undergoing a shift restructuring towards the application of advanced technology, large-scale production, and increased value-added, contributing to achieving eco-agricultural development goals, and building modern rural areas and cultured farmers as stated in Resolution No. 19-NQ/TW of the Central Executive Committee on agriculture, farmers, and rural areas by 2030, with a vision towards 2045.

Promoting the application of advanced technology for agriculture

According to the municipal Department of Agriculture and Rural Development, the high-tech agricultural zone is one of the 12 zones included in the general planning adjustment of Da Nang by 2030, with a vision towards 2045 according to Decision No. 359/QD-TTg dated March 15, 2021, by the Prime Minister.

Covering an area of approximately 2,986 hectares, the main function of the zone is to exploit, research, train, demonstrate, and transfer hi-tech apps to agricultural production, especially organic agriculture and specialised ecological tourism production areas.

To date, the Da Nang authorities have approved the planning task for the construction of a High-Tech Agriculture Application Zone at a scale of 1/2,000, according to Decision No. 1127/QD-UBND dated April 25, 2022. The Management Board of Construction and Investment Projects for Agriculture and Rural Development Works is currently implementing the planning of the zone.

For the project to establish a high-tech agricultural application zone, three high-tech agricultural application zones have been planned at a ratio of 1/500 with a total area of 65.9 hectares. They comprise the 16.2 ha area for the production of safe agricultural products in Hoa Khuong - Hoa Phong; the 20.9 ha high-tech agricultural application area in Hoa Phu; the 28.8 ha high-tech agricultural application area in Hoa Khuong. All three areas have been coordinated with the planning of high-tech agricultural zones according to the city's general plan.

It is noted that the high-tech agricultural application area of Hoa Phu has completed the investment in technical infrastructure, and project fences, and is currently implementing investment attraction through transfer, land lease, and capital contribution by land use rights as prescribed.

The others have approved investment orientations and are being completed by agencies, units, and localities in related tasks to develop investment attraction plans and organize production after the completion of technical infrastructure investment tasks of the project.

In addition, the municipal People's Committee has focused on directing and allocating funds to implement key policies to support agricultural and rural development; concentrating resources to promote the development and replication of high-tech, organic, and ecological agricultural application models; and developing key, characteristic, and OCOP products associated with serving tourism.

Through practical implementation, these policy contents ensure meeting the needs for the development of high-tech, organic, ecological, and characteristic agriculture in the city; as well as effectively exploit the OCOP Programme, creating conditions for stakeholders to access support content to enhance product value, meet the requirements of the domestic and export markets.

OCOP entities are supported by many policies to improve product quality; enhance trade promotion such as VietGAP, ISO, and HACCP certification; invest in machinery, equipment, and production technology; build value chain linkage models; design QR codes, barcodes and traceability stamps; and build brands.

Effective implementation of support policies

According to the Department of Agriculture and Rural Development, the local agriculture sector has been shifting in the right direction towards the development of ecological agriculture, modern rural areas, and cultured farmers; restructuring the agricultural sector, applying science and technology in production, and achieving outstanding development in productivity and product quality.

Agricultural production has been transitioned from traditional agriculture to a high-value agricultural economy. Many high-tech agricultural production models have been formed, thereby promoting mechanization and applying high technology in specialized production areas, concentrated production.

The agricultural sector along with localities have actively implemented the OCOP Programme; developing agriculture production models linked to tourism; establishing enterprises, and cooperatives applying high-tech, organic, and ecological agriculture to become nuclei, driving forces in production; and building product consumption-linked production chain models.

Many agricultural products have been standardized to become OCOP products and unleashed community potentials, advantages, and strengths such as Hoa Nhon incense, Hoa Ninh green pomelo, Ke Son free-range chicken, Hoa Bac tea, and Hoa Khuong sliced fish.

Director of the Department of Agriculture and Rural Development Nguyen Dang Huy stated that in the coming time, the department will continue to coordinate with the Hoa Vang district-based People's Committee to promote investment attraction in order to soon put high-tech agricultural areas into operation, including researching, developing investment attraction plans as prescribed.

In particular, emphasis will be placed on developing high-tech agricultural applications, organic agriculture, circulation, and agriculture serving tourism; supporting the development of seeds serving the restructuring of the agricultural sector and rural areas; promoting cooperation, linkage in agricultural production, product consumption; establishing cooperatives, craft villages, OCOP products; replicating agricultural production models; and prioritising forming a model point for agricultural production linked with tourism services in the city.
