Da Nang accelerates construction progress of motivational projects
In Conclusion No. 79-KL/TW, the Politburo directs Da Nang to prioritise accelerating the construction progress of dynamic, key, and inter-regional projects; as well as having specific mechanisms and policies to attract domestic and international strategic investors.

Speed up key projects' progress
In its spatial development orientation, Da Nang has been actively coordinating with ministries and branches to complete the Central Government-invested projects, contributing to promoting the socio-economic development of localities in the north-central and central coastal region. These projects are the upgrade of Da Nang International Airport, the Tien Sa Port at phase 2, the Da Nang - Quang Ngai Expressway, the La Son - Hoa Lien Expressway, the North - South expressway east of Hoa Lien - Tuy Loan section, and the National Highway 14B.
Notably, the development of shared infrastructure of Lien Chieu mega-port project has basically met the committed construction schedule.
According to the municipal Department of Planning and Investment, in addition to the development of shared infrastructure of the Lien Chieu seaport project with a total investment of VND 6,955 billion from the State budget, the city is urgently working with ministries and central branches to complete procedures to call for investment to build the Lien Chieu seaport with a total capital of VND 48,729 billion from investors' capital.
Also, the city is appealing for strategic and overall investors for each period in accordance with the forecast of the volume of goods through the port and the progress of items in the shared infrastructure development.
In particularly, 4 container ship wharves will be put into operation in the 2023-2030 period, whilst the construction of 3 more general and 4 container ship wharves, and 5 berths for SB ships will be completed between 2030 and 2040.
Notably, sights will be set on developing logistics services and seaports with the ambitious aim of turning Da Nang into a major marine economic centre of the country by 2045.
Aside from the Lien Chieu seaport project, Da Nang has paid special attention to key, large-scale projects that have been identified by the Central Government as the basis for it to accelerate development and fulfill its role as a socio-economic centre of the whole country and the region. Included are projects on relocating the city's railway station and urban redevelopment; investing in traffic connection routes east and west of Da Nang International Airport; upgrading infrastructure to improve the operating capacity of Da Nang International Airport; expanding Da Nang High-Tech Park; and building a route connecting the western ring road with the North-South expressway east of the Hoa Lien - Tuy Loan section.
Additionally, there are large-volume public transport projects; technical infrastructure projects serving logistics at the Lien Chieu seaport and the Da Nang High-Tech Park; the Da Nang Free Trade Zone; the Da Nang International Exhibition Fair Centre; industrial clusters of Hoa Khanh Nam, Hoa Lien 2, Hoa Nhon, Hoa Nhon 1, Hoa Nhon 2, Hoa Nhon 3; the Hoa Cam, Hoa Nhon, Hoa Ninh industrial parks; 1,000-bed hospital in the west of the city; the Opera House, and the General Science Library in the south of the city.
Mobilising resources for development investment
Among the specific mechanisms and policies for the development of Da Nang that have been approved by the National Assembly of Viet Nam is a policy allowing the city to separate compensation, support, resettlement and site clearance works from public investment projects.
The purpose is to help the city remove difficulties and obstacles, thereby contributing to speeding up the implementation of key and dynamic projects, reducing site clearance costs, and limiting the adjustment of the projects.
The National Assembly has given permission for Da Nang to have a policy to attract strategic investors with very large investment levels in innovation startup, hi-tech, information technology, artificial intelligence (AI), semiconductor, integrated circuits (IC), logistics, Lien Chieu seaport, seaport logistics, and eco-industrial park.
Director of the municipal Department of Transport Bui Hong Trung highlighted the significance of the aforementioned specific mechanisms and policies for the development of Da Nang in mobilising resources from strategic investors, and exploiting many different resources in order for the city to carry out its key and dynamic transportation projects.
