Da Nang's budget collection flourishes in first half of 2024

As of June 30, the total State budget revenue across Da Nang reached 70.3%, of which domestic revenue represented 76% of the assigned estimate, equal to 140% over the same period in 2023. This positive result, one of the bright spots in the city's economic picture in the first half of 2024, is mainly attributed to the synchronous implementation of solutions in the direction, management and administration of budget collection.

Solutions carried out synchronously

Since the beginning of 2024, the municipal People's Committee has organised a meeting to review the State budget revenue and expenditure work in 2023 and deploy the State budget collection work in 2024.

Accordingly, the municipal government has issued a number of drastic instructions and assigned specific tasks to each department, agency and locality, with a focus on collection of taxes and fees.

In particular, concentration has been on strengthening management and exploiting revenue sources well; as well as establishing the Steering Committee to combat loss of State budget revenue and collect outstanding tax debt.

The city has continued to drastically implement management and exploitation measures to increase revenue in a number of fields with large potential, and prevent budget revenue loss in some fields with tax risks.

At the same time, it has laid emphasis on reviewing the preparation of tax sets for business households in each locality; developing digital maps for the management of business households and individuals; strengthening control work against smuggling, commercial fraud and counterfeit goods in e-commerce activities; and resolutely fighting against organisations and individuals buying, selling and using invoices illegally.

In addition, the municipal Department of Natural Resources and Environment has been required to coordinate with relevant agencies to make suggestion about a shortened land use rights auction process and speed up the progress of auctioning land plots as approved.

Besides, the municipal People's Committee has directed relevant units to review land-related projects that have not been implemented or are behind schedule in order to help investors remove difficulties and speed up projects’ progress, thereby contributing to increasing State budget revenue.

On the other hand, the city has made greater efforts to facilitate businesses and people to benefit from supportive policies, and implement solutions to attract investment, especially domestic investment, in manufacturing sectors, and industries and fields with high added value.

Strengthen tax management to prevent revenue loss, collect outstanding debts

To deploy comprehensive application of digital technology in tax management for business households, the municipal authorities will direct agencies, units and localities to coordinate with tax authorities to propose solutions to strengthen tax management for business households. In particular, heed will be on carrying out solutions for applying information technology in ensuring transparent tax management information for business households on the digital map function.

Along with that, importance will be attached to conducting surveys of actual revenue of business households, thereby establishing a set of Presumptive Tax in 2024 for business households.

Mr. Pham Duc Thuong, Director of the Da Nang Tax Department, said that in the first 6 months of 2024, the tax authorities carried out 738 inspections and checks at firms citywide. As of June 30, 2024, 100% of business establishments in the city had issued electronic invoices for each retail sale of gasoline at all business stores/pumps.

Mr. Thuong revealed that in order to effectively carry out the collection of tax debt, the municipal Tax Department has made a plan to collect tax debt for businesses with large tax debt (from VND100 million and more).

Thanks to that, in the first half of the year, the municipal Tax Department collected VND 3,643.39 billion in domestic tax debt, including VND 1,284.91 billion transferred from the previous year's revenue, and VND 2,358.48 billion generated during the year.

As of June 30, 2024, the city’s State budget revenue had reached VND 13,589.01 billion, equal to 70.3%, of which, domestic revenue had been VND 11,469 billion, representing 76% of the assigned estimate, especially domestic revenue had been equal to 140% over the same period in 2023, positively contributing to the city's economic growth in the first half of the year.
