Hoa Vang suburban district strives to build smart new-style rural areas

Da Nang’s Hoa Vang District is striving to complete the goal and boost digital transformation in building advanced new-style rural areas, gradually towards smart new-style rural areas at the village and commune levels, thereby, effectively implementing the national target programme on new-style rural area building for the 2021-2025 period.

Criteria for smart villages

Bac An and Le Son Bac villages are selected and registered by Hoa Tien Commune People's Committee to build smart villages.

After reviewing and evaluating the criteria, as of late June 2024, the two villages both met 6 out of the 8 criteria of the Smart Village Criteria Set in Da Nang for the 2023-2025 period according to the Decision No. 1779/QD-UBND dated August 24, 2023. However, the criteria for equipping an online conference system to connect with communes and districts, and the criteria for the proportion of people with digital citizen and electronic payments accounts, have not been completed.

According to authorities in Hoa Tien Commune, online meetings are held in the commune, so all villages have yet to be equipped with an online conference system with the commune and district.

As for criteria on digital citizen accounts, since 2022, the locality has deployed propaganda activities, and mobilised community digital technology groups, to guide people to register and use digital citizen accounts. However, many people do not use them often and forget passwords and accounts.

Ms. Nguyen Thi Thanh Tam, Chairwoman of the Hoa Tien Commune People's Committee, said that completing the goal of building a village to meet smart village standards is an important task in implementing the national target programme on building advanced and typical new-style rural areas in the locality in particular and in Hoa Vang District in general.

The commune proposed that the People's Committee of Hoa Vang District request the Department of Information and Communications to consider investing and supporting the commune in completing the criteria.

In addition, the commune authorities have launched the "Digital Saturday and Sunday" model. Accordingly, members of the community digital technology groups and Youth Union members in the locality are assigned to visit each household to mobilise and guide people to create digital citizen accounts. The commune has coordinated with banks to open bank accounts for those in need.

It is known that to be recognised as a commune meeting model new-style rural standards, localities must complete the criteria of building at least one smart new-style rural village model.

Towards smart countryside

Hoa Phuoc Commune is also the only locality that the Da Nang People's Committee unanimously selected to pilot the construction of a smart new-style rural commune model.

Vice Chairman of Hoa Phuoc Commune People's Committee Tran Van Duong said that the commune has proactively worked with the consulting unit to build a set of smart new-style rural commune criteria, suitable to the actual situation in the locality.

Authorities in Hoa Phuoc Commune have proposed to include a number of issues in the set of criteria, including building smart garbage collection points, carrying out field monitoring to promptly handle pest and disease problems, expanding ​​cultural houses, and investing in facilities to meet the daily needs of people.

In response to the digital transformation programme in new-style rural area construction in the 2021-2025 period, Hoa Vang District has achieved many positive results, with a focus on three main pillars: digital government, digital economy, and digital society.

Between 2023 and 2025, the district will continue to effectively implement the programme and digital transformation project in the district. Heed will be on piloting a smart new-style rural commune/village digital transformation model associated with outstanding fields, as well as boosting the application of information technology in management and administration to serve socio-economic life.

In 2024-2025, the entire district strives to effectively implement the smart village criteria, achieving the goal of each commune having at least a smart village model.
