Promoting digital transformation to serve citizens and businesses

Recently, Da Nang’s Hai Chau District has been boosting administrative reform and the application of information technology (IT), which has yielded significant results in digital transformation work.

To effectively achieve the goal of digital transformation and build an e-government, Hoa Thuan Tay Ward has identified this as a key political task whichi will be carried out continuously and consistently. Thanks to its comprehensive efforts, the ward has achieved a number of impressive results. In particular, 687 out of 687 administrative procedures have been handled online; 100% administrative procedures have been reduced through the use of digital data; and the use of electronic receipts/invoices when collecting public service fees have reached 100%.

The Chairman of Hoa Thuan Tay Ward People's Committee, Vo Le Anh, noted that the ward focused on promoting awareness about digital transformation through various communication and visual propaganda activities. These efforts are aimed at enhancing the understanding of the role and significance of digital transformation among various levels of government, organisations, units, and individuals.

Additionally, the ward has shared stories, solutions, and exemplary models of digital transformation in diverse and engaging ways. The local government has also initiated a campaign to create digital signatures for citizens to facilitate administrative procedures and electronic transactions in 2024. The "HOA THUAN TAY SMART" application has been launched on the Zalo platform with numerous digital transformation utilities for users.

Significantly, the ward has successfully organised the "Green Economy - Digital Innovation" Festival, featuring key activities related to digital transformation such as standardising subscriptions and registering digital signatures, guiding online application submissions and payments, helping citizens register for bank accounts and online payments, installing and using the VSSID application, introducing the FIVESS e-commerce platform, and conducting a quiz contest on digital transformation.

Moreover, the ward's authorities have established 53 community digital technology teams and Project 06 with 385 members, each team consisting of 6 to 9 members who maintain regular activities.

By implementing a variety of solutions, Hai Chau District has developed a digital government that brings satisfaction to citizens and businesses. As of July 2, 2024, the district has processed 3,000 out of 3,207 administrative procedures entirely online; and 100% of government reports have been conducted online.

Regarding the digitisation of new administrative procedure results (as of June 30, 2024), the district's People's Committee has digitised 2,652 out of 2,906 results, representing 91.25%; and ward-level People's Committees have digitised 9,478 out of 9,597 results, reaching 98.76%.

The district has also intensified communication efforts to raise awareness about digital transformation among citizens and businesses, especially concerning online public services and digital applications.

Specifically, by June 15, 2024, 308 out of 369 streets in the district had achieved a non-cash transaction rate of 83.46%, and 6,345 out of 11,252 business households had at least one non-cash payment account, reaching 56.38%. Furthermore, all stalls in three markets have adopted non-cash payments, with each business household having at least one QR code for payments.

Phan Thi Thang Loi, Vice Chairwoman of Hai Chau District People's Committee, assessed that the district's digital transformation efforts have received significant attention and guidance from the district-based Party Committee, the district-based People's Committee, the departments, and the 13 ward-level People's Committees, as well as the active involvement of the entire political system. Regular, diverse, and rich forms of communication have been employed to raise awareness among various levels of government and the public, contributing to changing perceptions and habits. Additionally, investments in infrastructure, equipment, and technology have improved the quality of digital transformation tasks in the locality.

However, currently, most of the digital transformation officers in the locality hold concurrent positions and lack professional expertise, affecting the progress and quality of task implementation. Moving forward, besides closely following key objectives, tasks, and criteria in the Digital Transformation Index, the district's units and 13 ward-based People's Committees will continue to research and advise the district People's Committee on expanding services beyond the one-stop-shop and public services on the dichvucong.danang.gov.vn portal. They will also explore the possibility of same-day re-issuance and renewal of documents (for procedures not requiring actual verification), reuse administrative procedure results (digital), and build and update data according to the 2024 open data list after the city officially issues it.

Additionally, the units and 13 ward-based People's Committees will continue to research support and incentives for using public postal services, online payments; reduce online document processing times; and organise training sessions on e-commerce, digital transformation, and non-cash payments for businesses and business households in the district.
