The implementation of Resolution No. 82/NQ-HDND issued by the Da Nang People's Council on piloting the exploitation of tourism services in combination with agricultural, forestry and aquaculture development has helped Hoa Vang District not only become an attractive tourist destination but also fully tap its potentials and strengths to increase land value and develop the economy.

Awakening the potential of rural tourism

After Resolution No. 82/NQ-HDND was issued on December 17, 2021, the People's Committee of Hoa Vang District selected seven models to pilot the exploitation of tourism services combined with the development of agriculture, forestry and aquaculture.

According to Mr. Do Thanh Tan, Head of the Department of Culture and Information of Hoa Vang District, after one year of the pilot operation, the selected models prove that integrating trade and services into agricultural production increases value many times and has great potential in developing the agricultural economy associated with building new-style rural areas in the suburban locality.

The models create jobs on the spot for 25 - 30 local workers. On average, 8 - 10 people are working for per model, and they can earn a basic salary of VND 6 - 8 million/person/month.

In addition, the agritourism spots are currently meeting the entertainment and picnic needs of students and residents citywide.

"Every month, the Banarita Glamping Farm, An Phu Farm, and Nam Yen Valley- Grape Garden welcome 1,000 to 1,500 visitors. Tourism services are deployed in a diverse, effective, and practical manner in accordance with the resolution's orientation" said Mr. Tan.

Mr. Duong Hien Tu, the owner of An Phu Farm, boldly invested in an organic farming model combined with tourism exploitation. With limited capital, Mr. Tu initially only did organic farming combined with livestock farming to sell clean agricultural products.

Up to now, the farm has had stable revenue and has begun to welcome visitors to visit and experience on weekends. On peak days, the farm welcomes 400 domestic and international visitors to visit and experience services there.

"After nearly one year of implementing the project, the farm’s revenue doubles and it begins to be effective and profitable" said Mr. Tu.

Get licensed when ensuring criteria

Mr. Nguyen Van Diep, living in Son Phuoc Village, Hoa Ninh Commune, Hoa Vang District, has just been granted an investment license by the district People's Committee for his Son Phuoc Farm model.

He stated that the Resolution No. 82 was a very appropriate concern of the city's leaders in developing tourism in Da Nang. However, according to the model owners, the implementation of the resolution still faces many difficulties due to the criteria stipulated in the resolution.

Mr. Thai Van Hoai Nam, Chairman of the People's Committee of Hoa Bac Commune, said that Hoa Bac currently has 21 tourist spots, including 5 eco-tourism spots, and 16 community-based tourism spots and accommodation establishments.

The implementation of the tourism development project has received high consensus from the local government and people. However, there are still difficulties for models on production forest land. Because according to the principle of pilot implementation of Resolution No. 82/NQ-HDND, the implementation model must not change the purpose of land and forest use, and must not change the current status of land and forest, causing difficulties for investors in constructing works to serve tourism exploitation.

Mr. Nguyen Thuc Dung, Permanent Vice Chairman of the People's Committee of Hoa Vang District, said that in order to effectively implement Resolution No. 82/NQ-HDND, the People's Committee of the district has assigned the local Department of Culture and Information to receive dossiers and guide investors to prepare dossiers with contents specified in the set of criteria for eco-tourism and community-based tourism sites.

Accordingly, the pilot registration model must meet the district's criteria, especially to be truly suitable and attractive, and participate in solving on-site jobs.
