Solutions taken to ensure traffic safety in last months of 2024

The Government Office has recently issued a notice concluding the remarks of Deputy Prime Minister Tran Luu Quang regarding the work of ensuring traffic safety in the upcoming period. In this notice, the Deputy Prime Minister has instructed ministries, sectors, and localities to continue vigorously implementing several key tasks. Simultaneously, he emphasised the need for cooperation among these bodies to organise in-depth discussions on prominent issues in traffic safety management, thereby providing recommendations and proposing solutions that are suitable for the current situation.

As part of the Deputy Prime Minister's directives, the Da Nang Traffic Safety Board has proposed and implemented various measures to address existing issues, aiming to strengthen traffic safety within the city during the last months of 2024.

According to the Traffic Safety Board, in the first six months of 2024, Da Nang maintained stable traffic order and safety, with a reduction in fatalities and stable urban order, avoiding prolonged traffic congestion and illegal racing.

However, there was an increase in the number of accidents and injuries compared to the same period last year (including collisions), as the volume of personal vehicles continued to rise. Additionally, issues like delivery drivers and ride-hailing drivers using mobile phones while operating vehicles and not obeying traffic signals were still common; gatherings of young people causing public disturbances with noisy motorbikes also persisted.

Moreover, certain roads, such as the southern bypass of Hai Van Pass, La Son - Tuy Loan, and Hai Van Pass, still pose a potential risk of traffic accidents. Other unresolved issues include damaged road surfaces and insufficient lighting at night, which pose dangers to road users.

To strengthen traffic safety in the city, Mr Le Van Lam, Chief of the municipal Traffic Safety Board, has proposed several measures for the remaining months of 2024. These include continuing to rigorously and effectively implement Directive on "Strengthening the Party's leadership over traffic safety in the new situation"; Directive on "Strengthening road traffic safety in the new situation"; and directives from the local Party Committee and People's Committee to effectively reduce and control traffic accidents, prevent illegal racing, and avoid severe traffic congestion.

The authorities will intensify patrols and checks, focusing on violations that lead to traffic accidents. Traffic management during peak hours at key intersections will be reinforced to prevent congestion. Strict actions will be taken against intentional traffic violations and resistance against law enforcement.

Specialised operations targeting alcohol, speeding, and wrong-lane driving violations will continue. There will also be increased patrols and checks on railway and inland waterway traffic safety, along with enhanced use of technological tools to improve the efficiency of handling traffic violations through the traffic monitoring camera system.

Mr Tran Lanh, Chief Inspector of the Da Nang Department of Transport, mentioned that upcoming inspections will regularly review and assess the condition of transport routes, focusing on complex traffic areas and roads with potential safety risks. The department will also collaborate with local authorities to address unreasonable traffic arrangements, propose the implementation of parking bans, install traffic lights, and adjust or supplement road markings and signs to improve traffic safety in the city.

Furthermore, measures will be strengthened to ensure safety at railway crossings and local paths, and efforts to prevent and mitigate the impact of natural disasters in 2024, especially on key routes, will be prioritized.

According to Mr Bui Hong Trung, Director of the Department of Transport and Deputy Head of the city's Traffic Safety Board, the board will continue to use data from journey monitoring devices to support transportation management and violation handling.

The department is also developing databases to assist state management and ensure traffic safety. The ongoing inspection of the transport sector, focusing on vehicle license testing, transport business compliance, and infrastructure maintenance, will continue. Additionally, efforts to regulate vehicle weight, particularly at the source, will be maintained.

Moreover, rigorous vehicle inspection protocols will be enforced. The monitoring of inland waterway operations, particularly on the Han River and the Han River - sea mouth - Son Tra peninsula route, will be enhanced. Persistent efforts will be made to promote safe traffic culture, linked with the campaign "Traffic Culture for Peaceful Waterways".

The board will also work with other agencies to continue and innovate traffic safety education, focusing on students and young people, to build a safer traffic culture in the community.

The Da Nang’s Traffic Safety Board has also requested that district-level traffic safety boards propose stronger traffic safety and urban order measures, strictly handle traffic violations, and address cases of sidewalk and roadway encroachment that hinder traffic.

Particular attention will be given to ensuring school traffic safety at the start of the new school year, and preventing vehicle stoppage and parking in front of school gates that cause congestion.

There will be frequent checks on waterway vehicle operations on rivers, lakes, and ponds, with strict enforcement against violations of safety regulations. Furthermore, road and railway safety corridor encroachments, illegal crossings, and other railway safety issues will be addressed.

49,755 violations recorded

In the first six months of 2024, the Da Nang’s Traffic Police identified and recorded 49,755 traffic law violations. Of these, there were 1,122 dump trucks, 6,056 lorries, 1,000 tractor-trailers, 20 tankers, 1,659 passenger vehicles, 9,067 cars, 30,140 motorcycles, 98 taxis, and 50 electric vehicles.

The authorities imposed administrative fines of VND 38.92 billion in total on 67,310 cases. They also temporarily seized 10,793 vehicles (10,612 motorcycles, 181 cars) and revoked 8,526 driver's licenses. The Department of Transport's inspectors recorded 3,288 violations, imposing nearly VND 6 billion in fines.

Regarding vehicle weight control, the Department of Transport's inspectors effectively managed mobile weight check stations, ensuring continuous 12-hour checks daily and 7 days a week according to the work schedule.
