Building Da Nang into centre of hi-tech, supporting industries

In Decision No. 1287/QD-TTg dated November 2, 2023 made by the Prime Minister approving the Da Nang Master Plan for 2021 - 2030 period with a vision towards 2050, Da Nang will become one of the centres of hi-tech and supporting industry in the country. Accordingly, the city focuses on developing hi-tech, priority and supporting industries.

Continuing to restructure the industrial sector

One of the 7 key tasks according to the Da Nang Master Plan for the 2021 - 2030 period, with a vision toward 2050, is to accelerate the growth rate of the industrial sector, especially hi-tech industry and information technology (IT), which is oriented as one of the three pillars in the new period of Da Nang’s economy.

It can be seen that the city’s industrial activities have continued to have positive changes in recent times, the proportion of industry in the city’s GRDP (Gross Regional Domestic Product) structure from 2019 to June 2024 increased by 1.56 points. Specifically, the proportion of industry in 2019 was 16.5% and in June 2024 it was 18.06%.

In the first seven months of 2024, the city’s industrial production index went up by 4.7% over the same period in 2023, this is the highest increase of seven months since 2019 to present, in which 3/4 of the first-level industry groups had positive growth, including production and distribution of electricity, gas, hot water, steam and air conditioning up by 15.6%; processing and manufacturing industry up by 4.4%.

The city’s planning determines continue to shift the industrial structure towards gradually reducing land-intensive, labour-intensive, low-value-added production sectors; limit and eventually eliminate polluting production sectors; increase the proportion of industries and production sectors with high technology and knowledge content, high added value, and environmental friendliness.

Specifically, it will speed up the development of hi-tech industries including microelectronics technology, chip and semiconductor technology, precision mechanics, mechatronics, optoelectronics and automation; environmental technology, new energy technology; new materials technology, nanotechnology as the main industry.

Priority industrial sectors include automobile industry; aviation industry; yacht industry; electronics industry, mechanical engineering; pharmaceutical and cosmetic industry; food and beverage industry towards refined production and processing; fashion industry associated with design and other high value-added processing and manufacturing industries; the growth rate of the processing and manufacturing industry reaching an average of over 12%/year.

Supporting industries focus on production and supply sectors for priority industries and hi-tech industries; creating conditions for the formation and development of industry clusters.

Implementing solutions in the direction

According to the assessment made by the Da Nang Department of Industry and Trade, investment in innovation and improvement of technology level in industrial sectors has clearly changed. Technology level has been raised from low average to high average levels. The technology contribution coefficient of industry groups is generally quite even, the highest is recorded in the chemical and rubber - plastic industries.

To develop high-tech and supporting industries, the Da Nang industry and trade sector has set out solutions: ensuring conditions on land and infrastructure for industrial development; developing human resources to meet hi-tech requirements; promoting research and development, investment in technology innovations in enterprises; connecting supply and demand of industrial products; ensuring the environment; continuing to improve the investment and business environment in the city.

When it comes to industrial infrastructure, Da Nang will form more new industrial zones and clusters. With regard to industrial clusters, Ms. Le Thi Kim Phuong, the Director of the Da Nang Department of Industry and Trade, said, according to Decision No. 1287/QD-TTg, by 2030, the city will have 12 industrial clusters with a total area of 532.89 hectares and after 2030, there will be 15 industrial clusters with a total area of 757.89 hectares, distributed in Cam Le, Lien Chieu and Hoa Vang districts.

As for industrial parks (IPs), the current Da Nang IP will be converted into the An Don international financial quarter, forming a modern urban area, becoming a new economic centre of the city; converting the existing Hoa Khanh IP to meet the criteria of an ecological industrial park model; forming the following IPs: Hoa Cam Phase 2 (Hoa Tho Tay Ward, Cam Le District and Hoa Nhon Commune, Hoa Vang District), Hoa Ninh IP (in the namesake commune, Hoa Vang District) and Hoa Nhon (in the namesake commune, Hoa Vang District).

Mr. Tran Van Ty, the Deputy Head of the Da Nang Authority of Hi-tech Park and Industrial Zones (DHPIZA) said, accumulated to July 30, 2024, the Da Nang Hi-tech Park, the Concentrated Information Technology Park - Phase 1 and other IPs across the city had attracted 523 investment projects. There were 399 domestically- invested projects with a total investment capital of VND 34,459 billion and 124 foreign-invested ones worth nearly US$2.08 billion.

To develop supporting industries, the Da Nang People's Council issued Resolution No. 53/2021/NQ-HDND regulating policies on developing supporting industries in Da Nang; the municipal People's Committee issued Decision No. 1927/QD-UBND approving the programme for Developing Supporting Industries in the city for the 2022 - 2025 period. As a result, the city has supported VND1.88 billion (in 2022) and VND 2.34 billion (in 2023) for organisations and individuals producing supporting industries; organised conferences connecting supply and demand.

It is expected that from October 2 to 4, the Da Nang Department of Industry and Trade will organize the 4th Viet Nam International Exhibition on Supporting Industry and Manufacturing - (SIMEXPO 2024), thereby promoting the connection between supporting industry enterprises with large manufacturing and assembly enterprises, multinational corporations, foreign investors; encouraging enterprises to develop industry and supporting industry in the city.
