With limited land funds, the city will build a decentralised free trade zone with 9 locations expected to be built into functional zones: production, logistics, and trade - service.

According to the municipal Department of Construction, these 9 locations are proposed by departments, agencies and districts.

In particular, the first location will be the about 100ha logistics zone behind the Lien Chieu Seaport (east of Lien Chieu Seaport and west of Lien Chieu Industrial Park) in Hoa Hiep Bac Ward, Lien Chieu District. The second will be an about 100ha zone for logistics along the Nam Hai Van bypass (east of Lien Chieu Industrial Park) from Cu De River to the north of Nam Hai Van transfer station in Hoa Hiep Bac Ward.

The third will be a zone of about 400ha north of Cu De River in Hoa Lien Commune, Hoa Vang District, planned to be a production area. The fourth will have a total area of 559ha to be used as a production zone including the Da Nang High-Tech Park covering an area of 259ha and the expanded Da Nang High-Tech Park covering an area of 300ha.

The fifth location will be an about 90ha area at the foot of Ba Na mountain in Hoa Ninh Commune, planned to be a commercial - service zone. The sixth will be the area on both sides of the Ba Na - Suoi Mo route adjacent to Truoc Dong Lake to the northeast with an area of about 154ha in Hoa Nhon Commune, Hoa Vang District, planned to be a commercial - service zone.

The seventh location will also be on both sides of Ba Na - Suoi Mo route, adjacent to Truoc Dong Lake to the southwest with an area of about 53ha in Hoa Nhon Commune, planned to be a commercial - service zone. The eighth will be in the planned area of the Hoa Nhon Industrial Park with an area of about 200ha, planned to be a logistics zone. The ninth will be southwest of Da Nang International Airport adjacent to Truong Chinh Street with an area of about 80ha, planned to be a logistics zone.

Thus, according to the operational function, the group of locations planned to be built can form commercial - service zones (including the 5th, 6th and 7th locations) with a total area of about 297ha, production zones (including the 3rd and 4th locations) with a total area of about 700ha, not including the current area of the 259ha Da Nang High-Tech Park, and logistics zones (including the remaining locations) with a total area of about 480ha.

The abovementioned locations are all next to convenient traffic routes and hubs and have favourable conditions for early implementation according to the direction of Prime Minister Pham Minh Chinh at his inspection on September 1, 2024.

The municipal Department of Transport, and the Management Board of Hi-tech and IP Infrastructure Development Projects Parks, are studying and proposing the scale of the project to upgrade ADB5 Road from Ngo Xuan Thu Street to Truong Dinh Bridge and connect functional zones of Da Nang Free Trade Zone.

According to the Department of Construction, the aforementioned locations will be included in the proposal to establish the Da Nang Free Trade Zone (in the draft project to establish the Da Nang Free Trade Zone) in order to be submitted to the Prime Minister for consideration.

In addition to these locations, during the process of studying and developing the project to establish the Da Nang Free Trade Zone, the city will continue to review, supplement, and adjust the locations, ensuring feasibility during the implementation of the project.

Notably, the 10th location is expected to be formed by reclaiming land along the coast of Nguyen Tat Thanh Street to Da Nang Bay - a section from Nguyen Sinh Sac Street to the border of Da Phuoc International Urban Area to build a free trade zone with a total area of 420 ha.
