Da Nang moves towards formation of high-tech agricultural zones
The detailed planning at a scale of 1:500 of hi-tech agricultural zones in Da Nang’s Hoa Vang District have been approved with a total area of nearly 70 hectares, but to date no zones have been invested in. Therefore, departments, agencies, sectors and localities in the city need to have appropriate solutions to remove difficulties and accelerate the implementation of the project.

Three high-tech agricultural zones
The policy of building safe agricultural production zones applying high technology has been included in the Politburo’s Resolution No. 43-NQ/BCT f on the construction and development of Da Nang by 2030, with a vision to 2045 and the Prime Minister’s Decision No. 359/QD-TTg dated March 15, 2021 on approving the adjustment of the master plan of the city to 2030, with a vision to 2045.
In particular, for the agricultural sector, a high-tech agricultural zone will be formed in the southwest of the city. This place will be a centre for research, testing, training, demonstration and transfer of high-tech applications, and producing agricultural goods associated with the development of organic and specialised agricultural production and ecotourism zones.
Under the plan, three hi-tech agricultural areas will be located in Hoa Khuong - Hoa Phong, Hoa Phu and Hoa Khuong communes in Hoa Vang District.
Up to now, the land use plan in these areas has been approved by the municipal People's Council, and all 3 areas have been approved for detailed planning at a scale of 1:500. Specifically, the high-tech safe agricultural product production area in Hoa Phu Commune has an approved area of 20.9 hectares, and the total planned land area is 209,023m2.
The Management Board for the Construction of Agricultural and Rural Development Projects has completed the construction of technical infrastructure, but has not yet handed over to the manager. The main reasons are thought to be that there are no investors, and the people in the project area have not agreed on the plans for linking and consolidating land for agricultural production.
Meanwhile, the safe and hi-tech agricultural production area in Hoa Khuong and Hoa Phong communes has the approved area of 16.2 hectares and the total planned land area of 162,137 m2.
To date, the city has approved the investment policy decision with the total investment of VND 6.65 billion VND, the project's economic and technical report, and the contractor selection plan in April 2024.
Another approved area is the high-tech agricultural area in Hoa Khuong Commune. The area has a total area of 28.8 hectares, and the planned project area of 288,395m2.
Efforts to remove difficulties and obstacles related to land
Vice Chairman of Hoa Vang District People's Committee Phan Duy Anh said that in the past, the local authorities have actively worked with investors in high-tech agricultural areas. Most people with production land in the 3 areas have agreed to lease land or transfer land use rights to enterprises, but people offer quite high prices. This makes it difficult for enterprises to access, while the procedures for contributing capital with land use rights are facing difficulties. Enterprises hope that the city government will have a land support mechanism to create conditions for stable and long-term investment.
According to the report released by the municipal Department of Agriculture and Rural Development, based on the legal basis related to land recovery for project implementation under the 2024 Land Law, all the above mentioned high-tech agricultural zones have an area of less than 100 hectares, so they do not ensure the conditions for land recovery according to regulations.
To remove land-related obstacles, the Department has requested relevant units to give opinions and supplement the contents on the legality of land recovery and propose plans and solutions to carry out site clearance and land recovery to attract investment to implement the project under the direction of the municipal People's Committee.
