French software firm supports Quang Ninh in Egov development

The French software company Linagora and the Hanel DTT joint-venture will help Quang Ninh Province to develop an e-government ( Egov) and training human resources.

The provincial Department of Information and Communications and the two companies signed a memorandum of understanding (MoU) on the cooperation in Ha Noi on September 5 on the occasion of French President Francois Hollande’s visit to Viet Nam.

Addressing the signing ceremony, Vice Chairman of the provincial People’s Committee Dang Duy Hau said Quang Ninh wishes to receive support from experts to evaluate the legal framework related to Egov in the locality, expanding electronic interfaces, developing the public service email system and introducing the province, especially in tourism.

Egov, which has been applied in Quang Ninh for three years, helps to promote connectivity between the local authorities and its residents, he said.

Under the MoU, Linagora and Hanel DTT will consider assisting Quang Ninh in building a civil service mailbox system with 20,000 users and an information portal on tourism and external services.

Quang Ninh will also work with the two firms to train IT staff and students in the Ha Long University to use open source software.

General Director of Hanel DTT Nguyen Quoc Binh said the two sides will examine Quang Ninh’s Egov system, outline an action plan, prepare resources and call for financial assistance to implement the project.

An Open Egov Platform (OEP) is an integrated software platform for building e-government applications. It supplies data architecture in line with regulations of the Vietnamese Government.

OEP also serves as a foundation for developing applications in State agencies at all levels in terms of online public eServices, business operation systems, citizen management, healthcare, construction, transportation, socio-culture and city management.

Originally developed by DTT in 2010, the platform has been used by Da Nang City, the Health Ministry and the Ministry of Justice. It is scheduled to be applied in Ha Noi, the Mekong Delta city of Can Tho and Quang Ninh.

Linagora is a leader of French free and open source market. It offers training, consulting, technical support and website development. The firm’s software is used by half of French ministries, and public administrations.

E-government solutions developed by the firm have been applied successfully in many countries.
