French software company helps build e-government

Da Nang People’s Committee Vice Chairman Ho Ky Minh warmly received Ms Céline Charpiot-Zapolsky, the Chief Business Development Officer of Linagora -one of the leading open source software companies in France.

She is also the Chief Operating Officer for Linagora Vietnam.  The aim of her visit was to bolster the bilateral cooperation in promoting the city’s IT applications and e-government solutions, and to deploy a project to build Da Nang into a smart city in the near future.

Ms Charpiot-Zapolsky noted that Da Nang is one of Viet Nam’s pioneering localities in boosting IT development, with a focus on enhancing the local IT infrastructure system and developing the young, high-quality human resources required.

She also remarked that Linagora has over 15 years’ experience in developing open source technologies and e-government solutions.  She said that Linagora wants to boost bilateral cooperation with Da Nang on developing open source software. 

In particular, the French company is also willing to assist the city in training IT human resources, and facilitating the establishment of an open source training centre in the city for local government officials and employees, students, and start-up businesses.  Special attention will be paid to creating a shared database for local government agencies and associations in order to ensure their close interconnection and enhance the efficiency of their performance.

Vice Chairman Minh remarked that, “Over recent years, the city authorities have focused on promoting the application of many advanced and innovative IT solutions in developing the local e-government system”.  The city is hoping to provide local residents and businesses with more IT-based public services, especially those involved in such important aspects as transport, health, food hygiene and traffic safety.

The host also vowed that the best possible favourable conditions would be created for Linagora to conduct its research into bilateral cooperative projects within the city to accelerate the development of the local e-government system.   He also urged the municipal departments of Information and Communications and Foreign Affairs to work closely with the French company to deploy the projects effectively in the years ahead.
