Da Nang scored 0.83 points, followed by Ha Noi with 0.67, and Ho Chi Minh City with 0.65.
The results were announced on Wednesday by the IT Department of the Ministry of Information and Communications.

The Director of the Da Nang Department of Information and Communications, Mr Nguyen Quang Thanh, remarked that the city’s top position in the ranking for 8 consecutive years clearly demonstrates that the city’s long-term incentive strategies for promoting the development of the local ICT sector have been aimed in the right direction.

Director Thanh affirmed that the local IT system is considered a useful tool in ensuring information exchanges between local government agencies in a quick, confidential, and synchronous manner.  Furthermore, IT services also helps give local residents and businesses access to clear and transparent information.  These advantages help to ensure a modern and civilised local administrative environment in a bid to develop Da Nang into a ‘smart city’ in the future.

The Ministry of Finance took the lead in the ICT index category for ministries.  As for state-owned groups and corporations, the Housing and Urban Development Corporation (HUD) was ranked first this year.  Amongst the commercial banks, the Bank for Investment and Development of Viet Nam (BIDV) topped that ranking.

The Viet Nam ICT Index 2016 was compiled by the Ministry of Information and Communications based on criteria approved by the United Nations.  It comprises 3 main criteria, namely: IT technical infrastructure, IT human resources, and IT applications.  The 2016 survey gathered data from 63 localities nationwide, 24 ministries and ministry-level agencies, 29 banks, and a total of 21 economic groups and corporations.  The 2016 rankings are the 11th to be announced in Viet Nam.
