City targets to become IT hub in Central Viet Nam

Over recent years, Da Nang has topped the Viet Nam Information and Communications Technology (ICT) applications and development readiness rankings.

Addressing a recent seminar on building a ‘smart’ city and boosting the IT development, municipal People’s Committee Vice Chairman Ho Ky Minh proudly affirmed that, since 2000, his locality has promoted the IT applications in its government agencies, public services and urban management.

Most notably, in 2014, an e-government system was officially put into operation in the city with the application of the ‘one-stop-shop’ mechanism, and software on managing government employees and administrative dossiers. 

In a similar vein, a large-scale project for building a ‘smart’ city is progressing well in order to enhance the life quality of local citizens.

The Da Nang Software Park is one of Viet Nam’s IT parks operating effectively. The occupation rate of the park’s rental space is now over 99%, and it has attracted domestic and FDI inflows totalling over 1,520 billion VND to date.

Addressing the seminar, the General Director of the DTT Technology Group, Mr Nguyen The Trung, stressed the need for the Da Nang authorities to develop a list of local public-private partnership (PPP) projects appealing for investment from both home and aboard.

Apart from the application of the investment models of build-transfer (BT) and build-operate-transfer (BOT), greater efforts should be made to enhance the efficiency of the Internet of Things (IoT). 

IoT is the inter-networking of physical devices, vehicles (also referred to as ‘connected devices’ and ‘smart devices’), buildings, and other items embedded with electronics, software, sensors, actuators, and network connectivity which enables these objects to collect and exchange data.

Over recent years, South Korean, Japan and Singapore have been amongst the largest group of foreign investors in Da Nang, and these countries all boast the great strengths and advantages in developing aspects involved in digital economy and those having a high level of creativity.

In an attempt to promote technology transfers from foreign partners, Deputy Minister of Information and Communications Nguyen Thanh Hung proposed that Da Nang should develop high-quality human resources involved in the IT sector through issuing more preferential policies for attracting talented IT employees from both home and abroad. 

In reality, the fields of software and digital content using high-quality human resources always bring the great surplus value to the society and join global supply chains.

In the years ahead, the city will implement numerous synchronous solutions, with an emphasis on developing infrastructure at dedicated IT parks, using a large amount of money from the city budget and public donations on boosting the development of the IT industry. 

Also, the implementation of a project for developing local start-up ecosystem will be further promoted in a bid to promote the start-up spirit and innovations amongst start-up entrepreneurs. 

Special heed will be paid to ensuring a close links between businesses and IT training centres in the coming years.
