Efforts to improve rankings for IT application index
The Da Nang Steering Committee for building e-government and smart city, and digital transformation, has recently announced the index of the application of information technology (IT) for 2020 in government agencies, departments, and district and commune-level People’s Committees (PCs) across the city. Accordingly, many departments, agencies, units and localities have been making efforts to secure their leading positions in the rankings.

IT applications deployed in many fields
In the group of the Da Nang-based national agencies, the municipal Department of Social Insurance continues to hold the top position with 93.3 points.
Head of the Department’s IT Office Le Nho Man remarked, over the past years, his department has promoted the IT application into administrative procedures, thereby significantly increasing work efficiency and enhancing labour productivity.
Most notably, the Department has developed its five own software to analyze data and solve problems arising from the handling of administrative procedures, as well as has shared data with social insurance agencies and organizations. These have helped the Department increase accuracy during the handling of administrative procedures and enhance timely settlement for local residents.
As a result, the rate of digital transactions in the collection and issuance of social insurance books and health insurance cards has reached 100%, whilst the VssID app (Digital Social Insurance) has been used widely among issuance card holders.
Since the beginning of the year, the Department has received 302/302 satisfaction assessments about the quality of public administrative services from organizations and individuals, reaching the rate of 100%.
Particularly for VssID, as of November 1, a total of 485,000 issuance card holders across the city had used the VssID application, fulfilling 83% of the city's target (574,000 people), and 98% of the Viet Nam Social Insurance’s target (495,000 people).
Meanwhile, the municipal Department of Culture and Sports has made a breakthrough after climbing into 6th place among 24 government agencies and departments citywide with 88.11 points.
This positive result was mainly attributed the Department’s effective application of the ‘one-stop-shop’ mechanism, and software on managing government employees, and administrative dossiers.
Also, the Department of Culture and Sports has provided online public services at levels 3 and 4, as well as deployed State management software specialized in culture and sports sectors at municipal and district levels.
As for the district-level PCs, the Thanh Khe District’s PC took the first place among 5 district-level PCs listed in the ‘good tier’ for the 4th consecutive year in 2020.
Mr. Nguyen Thanh Hieu, Deputy Head of the district’s Culture and Information Office, remarked, over the last years, the district has focused on main criteria of building an urban government in terms of infrastructure, applications, policies and people. Also, the locality has boldly deployed some new applications on a trial basis.
Specifically, from 2015 up to now, Thanh Khe District has upgraded the KIOS software application at ‘One-stop-shop’ mechanism, and piloted the city's new ‘Electronic One-Stop-shop’ software.
Continue to boost digital transformation
According to Vice Chairwoman of Thanh Khe District PC Tran Tuong Van, with 3 main pillars of digital government, digital society and digital economy, Thanh Khe District will make every effort to build digital government with many effective solutions.
In particular, greater efforts will be made to deploy online public services at level 4, and some city-developed digital solutions in the locality such as DaNang Smart City.
Thanh Khe has drafted a project to turn itself into a smart district and will submit it to the city’s authorities for appraisal in the near future. This is the premise for the locality to continue promoting urban development associated with digital applications and building a smart city.
Deputy Director of the municipal Department of Culture and Sports Nguyen Thi Hoi An said that, to realize its digital transformation plan, the department has been promoting the application of digitization, 3D applications, virtual interaction, and advanced technologies, into the preservation of some precious and rare documents, relics, and national antiquities.
In the time to come, heed will be paid to promoting the use of the Da Nang Cultural Heritage Map, building shared software to manage artifacts for museums in the city, and developing a digital transformation system in smart management on website platforms and mobile applications.
According to Director of the Da Nang Social Insurance Dinh Van Hiep, the department will continue raising awareness about digital transformation, and promoting the application of digital technology, among its officials, civil servants, and employees.
“Importance will be attached to simplifying administrative procedures, maximizing IT application to handle work, and training high-quality human resources to ensure the complete and thorough IT application” added Director Hiep.
