The Da Nang government has issued a decision to evaluate and rank information technology (IT) applications of municipal agencies and district/ward administration in the city according to seven criteria, namely IT technical infrastructure; IT applications; online public services; IT human resources; policies and investment in IT application; building a digital society (for People's Committees of districts, wards and communes) and bonus and minus points.

The basis for evaluation includes data provided by agencies and the grassroots authorities; the appraisal of actual data of the assessed agency; the reasonableness of information; relevant data provided by specialized agencies and related units.

The evaluation and ranking of IT applications is conducted at municipal agencies and the district/ward governments that are divided into five main groups: specialised agencies under the municipal People's Committee; units under the municipal People's Committee without a set of administrative procedures; Da Nang-based national agencies; the district-level People's Committees (excluding Hoang Sa Islands District); and the People's Committees of 56 wards/communes.

Evaluation results are based on the total score of the criteria, with 80 points or more: very good; from 65 points to less than 80 points: good; from 50 points to less than 65 points: average; and under 50 points: below average

The assessment and ranking of the IT application level in order to improve the quality of the application of digital technology in e-government, towards digital government, contribute to promoting administrative reforms and improving the efficiency of provision of information, utilities and services for organisations and citizens and driving the development of the digital economy and digital society.
